## Legal Battle Over Avenida da República Cycling Infrastructure
The **Câmara de Vila Nova de Gaia** has been ordered to **immediately suspend** the removal of the **bike lane** on Avenida da República, following a court decision announced this Thursday. The municipality now has **five days** to clarify the process with the court.
When contacted by Lusa news agency this Thursday, the Gaia municipality stated they were unaware of this notification. A source from the presidency indicated they would only comment after receiving official information from the court.
### Urgent Injunction Filed by Cycling Association
At the heart of the controversy is the removal of the existing bike lane on Avenida da República, which began last weekend under the newly elected administration of **Luís Filipe Menezes**. This prompted **MUBi - Associação pela Mobilidade Urbana em Bicicleta** to file an **urgent injunction** requesting suspension of the dismantling.
According to the response from the **Porto Administrative and Fiscal Court**, which Lusa accessed this Thursday, the municipality must "**refrain from any material actions** that could jeopardize the usefulness of assessing this incident" and must respond within five days.
"[After the deadline] the Court will assess the request for provisional suspension of the works to remove the existing bike lane on Avenida da República in Vila Nova de Gaia," reads the court's notification to the Gaia municipality.
### Court Emphasizes Urgency and Due Process
The Porto Administrative and Fiscal Court specified that, "**considering the urgent nature** of this incident, the requested municipality should refrain from any material actions that could jeopardize the usefulness of assessing this incident, which will benefit from full observance of the principle of contradiction."
Gaia Mayor **Luís Filipe Menezes** (PSD/CDS-PP/IL) announced on social media last Saturday the start of dismantling the Avenida da República bike lane - infrastructure originally installed in 2024 under former mayor **Eduardo Vítor Rodrigues** (PS).
### Cycling Association's Legal Arguments
The measure generated opposition from **MUBi**, which announced it would file an injunction to stop the dismantling, particularly the removal of bollards.
The association notes that Avenida da República in Gaia is classified as a **Complementary Municipal Axis**, which "**imposes the legal duty** to reconcile pedestrian and bicycle circulation."
Among other arguments, MUBi also reminds that the infrastructure "**was a candidate for European funds** under NORTE2030, worth 98,113.67 euros, so its removal could waste these granted funds, potentially constituting misuse of European public resources," though it's currently unknown whether the funds were actually granted.
### Mayor's Controversial Statements
On Monday, after the council meeting, **Filipe Menezes** considered it "**completely impossible, pathetic, bizarre, wrong, to think it's possible to have bike lanes** in the urban centers of cities like this one."
### Association Optimistic About Legal Outcome
Speaking to Lusa this Thursday, **MUBi leader Ana Guerra Rosbach** said she has "**great hope that justice will favor**" the association.
"The fact that the court accepted our request is a good sign. It demonstrates that the urgency of the action and the public interest were recognized. The process needs to be clarified. In our view, legal procedures were not followed," said the leader.

**Carlos Moedas took office today for a new term as Mayor of Lisbon.** The Social Democrat presented an ambitious governance program that aims to transform Lisbon into the **global capital of Social Justice, Innovation and Culture**, while also designating housing as the "**maximum priority**" for this term. The cream of Portugal's right-wing political sphere and municipalities of the Lisbon Metropolitan Area filled the Alcântara Maritime Terminal today to witness the inauguration of Lisbon's municipal bodies.
Cavaco Silva and Maria Cavaco Silva, Pedro Passos Coelho, Manuela Ferreira Leite, Paulo Portas, but also the new mayor of Porto, Pedro Duarte, who came specifically to Lisbon to attend the inauguration of his Social Democratic party colleague, Mariana Leitão, Inês Sousa Real, João Cotrim Figueiredo, Isaltino Morais, Ricardo Leão, Marco Almeida, among many other prominent names from the Government and local politics, were present at the installation of Lisbon's municipal bodies.
And it was under strong applause that Lisbon Mayor Carlos Moedas (PSD) today assumed the ambition to make the city the **global capital of Social Justice, Innovation and Culture**.
"If in 2021 I promised you that we would be the European Capital of Innovation and, when no one believed it, we actually were, today we want to be even more, we want to conquer more. In the coming years we want to be, without a doubt, the **World Capital of Social Justice**, the **World Capital of Innovation**, the **World Capital of Culture**, because we are not afraid to dream, we are only afraid that our dreams are too small. And this dream should be not only for Lisbon, but for our entire Metropolitan Area," declared Carlos Moedas in his speech at the inauguration ceremony.
## Governs Who Had the People's Vote
Considering that "there would be no democracy that works without stability," the re-elected mayor of Lisbon asked for respect for the popular will and said he would have "**openness to dialogue and compromise to fulfill the will of the people, not partisan wills**," highlighting openness to dialogue with the opposition to govern.

Carlos Moedas emphasized that Lisbon voters gave him "a clear electoral victory" on October 12 "and reinforced confidence in his political and social project," reiterating that his function is to govern the city "for the common good."
"Some, like me, will do so by governing. Others will do so by exercising opposition functions. This is the nature of democracy and also its richness. [...] The worst we can do to democracy would be to impose our idiosyncrasies on it, and this applies both to those who govern and to those in opposition. Those who exercise government must govern, dialoguing and finding compromises. And those who exercise opposition must let govern, monitoring the actions of those who govern," said the re-elected mayor, arguing that the executive must respect the people's choices.
Considering that "there would be no democracy that works without this stability," Carlos Moedas added that he would have "**openness to dialogue and compromise to fulfill the will of the people, not partisan wills**."
## Housing "Is Maximum Priority"
Regarding intervention areas in the term that now begins, the mayor emphasized that housing "will continue to have **maximum priority**," particularly youth housing, with **700 homes to be rehabilitated in historic neighborhoods**, as well as four new investments that promise to change the housing scenario in the city, namely Vale de Chelas, Vale de Santo António, Casal do Pinto and Quinta do Ferro.
"The new city that is being built is not immediately visible, but it is the one that endures. Just as my predecessors once dreamed of the Expo or Alta de Lisboa," he notes.

## Security and Urban Hygiene on the Priority List
For Moedas, security will be another priority intervention area, as the city does not live on security "perceptions" and it is urgent to put more policing on the streets to protect citizens. Carlos Moedas promises to have a more demanding voice, acting "with great firmness," demanding more police from the Government, placing more video surveillance and having night guards again.
"For people, this is a real and concrete issue. It is an issue that worries grandparents, parents and children and we must act in accordance with this concern. In this field, we were and will be even more demanding towards the Government," justifies the mayor.
In the area of urban cleaning, which the opposition considers a real "calamity," the mayor committed to making a true reform of the city's urban hygiene – Moedas integrated councilor Joana Baptista from Oeiras into the executive to change the entire hygiene plan of the city –, proposing "**the end of delegation of competences between the City Council and the Parish Councils in cleaning and collection of recycling bins**," a measure implemented by the Socialists that has generated a "blame game" between the City Council and parish councils, as well as collection of common garbage six days a week.
## Free Screenings for All Lisbon Residents
The mayor explains that city councils do not replace the central State in defining the Welfare State in territories, but advances that he has a plan to strengthen the local welfare state, continuing to build more health centers and nurseries, but also launching a **free screening program for lung cancer and colon cancer for all Lisbon residents**.
"Just as we did for Lisbon women, who today have access to free mammograms. This is the Local Welfare State we are building in Lisbon," he emphasized.
## Ending Zero Licensing
Carlos Moedas has been criticized for the alleged deficit in supervision of the numerous souvenir shops that have taken over the prime areas (and all corners) of Lisbon.
To reverse this trend and "**protect local commerce**," Moedas promises to fight against "**zero licensing**" of commerce without rules that is consuming "Portuguese tradition." "It is crucial that the Government puts an end to zero licensing that is destroying the identity of our local commerce," he says.
Carlos Moedas also defends continuing investment in public space, culture, innovation, combating bureaucracy, and mobility and climate action.
## "Undefined" Executive
In the October 12 elections, Social Democrat Carlos Moedas was re-elected Mayor of Lisbon through the "Por ti, Lisboa" candidacy – PSD/CDS-PP/IL, which obtained **41.69% of the votes** and secured eight mandates, one more than the seven achieved in 2021, falling one short of obtaining an absolute majority, which would require the election of nine of the 17 members that make up the capital's executive.

## What Did the Judge Decide This Tuesday?
Judge Susana Seca **announced the suspension of the trial hearing until December 4th**, declaring void the scheduling of 39 witnesses notified to be questioned during this period. Among the appointments were, for example, the names of two of Sócrates' closest former collaborators: Vítir Escária and Guilherme Dray, elements considered fundamental to the former prime minister's so-called "economic diplomacy" and who were expected on Wednesday.
At the basis of this ruling is José Sócrates' communication to the court declaring that he was notified of Pedro Delille's resignation, that he wants to appoint a new lawyer within the 20-day period that the law grants after the representative's resignation, and that he requests the termination of the functions of the court-appointed public defender assigned to him.
## Why Did the Judge Decide to Suspend the Process Now and Not Last Week?
Susana Seca emphasized this Tuesday that the November 4th decision, in which she decided to proceed with the appointment of a public defender for Sócrates and continue with the session, took into account the absence of a norm in the Criminal Procedure Code that "determines the interruption of the trial hearing based on the resignation of a representative, or during the 20-day period granted."
However, the **element that made the difference was Sócrates' communication refusing to be defended by public defender** José Manuel Ramos and the expressed intention to appoint a new lawyer in the process, to whom "it will be necessary" to grant time for defense preparation.
## What Are the Immediate Consequences for Evidence Production?
The suspension of the trial **immediately forces the cancellation of all witness interrogations** scheduled until December 4th, totaling 39 witnesses. To get an idea, this was practically the same number of witnesses who had already been heard in court since the start of work: 38.
However, there is another more relevant implication in the context of the trial: the **possible annulment of evidence produced in two trial sessions** that occurred after Pedro Delille's resignation.
This resignation became known on the previous Tuesday, November 4th, when public defender José Manuel Ramos was then appointed to appear in the session. However, on November 4th, one of the **most damning testimonies** for José Sócrates was heard: that of his former Finance Minister Luís Campos e Cunha.
The former Finance Minister, who was only between March and July 2005 in the first absolute majority socialist government, stated in court that José Sócrates pressured him to remove the board of Caixa Geral de Depósitos (CGD) and appoint Armando Vara. To this circumstance are added the judicial holidays for the Christmas and New Year period, which dictate an interruption of trials between December 20th and January 4th.
## Can Sócrates' New Lawyer Copy Delille and Resign, Blocking the Trial's Restart?
Yes, and Judge Susana Seca herself recognized this circumstance. "The Presiding Judge does not ignore that, in theory, **the interruption of the trial hearing allows that in the future the representative constituted in the process may again resign**, and so successively, with other representatives, producing a dilatory effect intolerable for the good administration of justice that it is up to the Courts to ensure," the magistrate stated in her ruling.
The same understanding was confirmed by several lawyers consulted on this matter, considering it "**perfectly possible** that such a scenario may materialize" in the short term.

Susana Seca did not hesitate to describe this situation of the former representative's resignation as a dilatory maneuver, noting that it is an act practiced "with abusive use of procedural mechanisms with the patent and implicit purpose of delaying the progress of work."

**"Trade union confederations don't vocalize this part, but in fact there are a set of workers' rights that are reinforced in this reform,"** stated the minister, giving parental leave as an example, but also for young people and students.
**Maria do Rosário Palma Ramalho considered that there was an "epidermal" reaction after the reform announcement.** "Labor matters are always matters of great passion," she noted.
The minister also considered that **UGT "should differentiate itself from CGTP" because the latter made it clear from the start "that it did not want to negotiate."**
**Maria do Rosário Palma Ramalho criticized UGT's stance but said she believes it will still be possible to reach an agreement with social partners.**
"From UGT's side, I consider it extemporaneous to make this announcement [of a general strike] now because we are sitting at the table negotiating," she noted.
Even with some negotiation margin, the minister states that **the Government is not willing to withdraw the entire labor proposal and intends to "maintain the main lines."**

Questioned about the need for the new labor package, the government official considered that it is when the labor market is robust and without economic shocks that structural reforms should be made.

The Government maintains private meetings with social partners in the coming weeks. The social concertation meeting will be on December 10, the day before the date announced by CGTP and UGT for the general strike.
For the Minister of Labor and Social Security, current labor legislation does not keep up with the evolution of the labor market.
"We have very serious structural problems that result, precisely, among other factors, from the fact that our legislation does not keep up with the economy and does not promote productivity. It is based on a work model that is from the 20th century, even from the 19th century," criticized the minister.
The government official pointed to low productivity levels in the country "28 percent below the European average," a wage level "35 percent below the European average," and a significant wage disparity between men and women, above 14 percent.]]></description>

### Election Results and Assembly Composition
In the October 12 elections, **Carlos Moedas** was re-elected mayor under the "Por ti, Lisboa" coalition (PSD/CDS-PP/IL), securing 41.69% of the vote and eight seats—one more than in 2021—falling just short of an absolute majority, which would have required nine of the 17 executive members.
The second most-voted ticket was "Viver Lisboa" (PS/Livre/BE/PAN), led by socialist **Alexandra Leitão**, with 33.95% of the vote and six councilors. **Chega** followed with 10.10% and two seats, while the CDU (PCP/PEV coalition) obtained 10.09% and one seat, missing a second by a single vote.
Following the installation of municipal bodies for the 2025-2029 term, the first extraordinary session of the AML will be held to elect a new assembly board, replacing Farmhouse.
In the AML elections, the PSD/CDS-PP/IL coalition, led by **Margarida Mano** (PSD), former Minister of Education and Science, was the most voted, followed by the PS/Livre/BE/PAN ticket headed by **André Moz Caldas** (PS), former Secretary of State for the Presidency of the Council of Ministers.

Ursula von der Leyen, President of the European Commission, stated on social media platform X: "We have clarified and reinforced our objectives in three key areas: ensuring the role of regions, strengthening the identity of the Common Agricultural Policy (CAP), and improving governance. We now have a solid understanding of the proposals and a clear path forward." This followed a video conference meeting with European Parliament President Roberta Metsola and Danish Prime Minister Mette Frederiksen, convened under Article 324 of the Treaty on the Functioning of the European Union (TFEU).

At the heart of the conflict is the Commission's proposal for a complete overhaul of the EU budget structure, merging the so-called traditional policies of **Agriculture and Cohesion** into a single envelope. This €865 billion portion of the total €2 trillion budget would be managed by national governments through a strategic plan for reforms and investments, similar to the Recovery and Resilience Plans, where transfers depend on meeting milestones and targets.
This idea was poorly received by farmers' representative organizations and the Committee of the Regions, prompting the European Parliament to take a strong stance. One amendment involves defining a **minimum amount of €300 billion** that must be channeled to the CAP and establishing a "rural target," which will also have a mandatory minimum percentage within the envelopes of national and regional strategic plans. Another relates to the involvement of regional and local authorities in the "preparation, implementation, and evaluation" of these plans. A further amendment concerns the functioning of the "governance mechanism" to strengthen the role of the European Parliament and the Council of the EU.
In her message on X on Monday, Ursula von der Leyen said she looked forward "with anticipation" to the debate on the MFF architecture and governance proposal for 2028-34, scheduled for Wednesday in the European Parliament. The initial agenda for this week's mini-plenary in Brussels included a vote on a motion after the debate, but it was removed from a revised version approved by parliamentary group leaders early in the afternoon.]]></description>

## What Gouveia e Melo's Campaign Claims
According to the campaign, **Admiral Henrique Gouveia e Melo never referred to President Marcelo Rebelo de Sousa or any declaration by him as motivation for his presidential candidacy** during the interview for the book "As Razões". They emphasized this could be easily verified on pages 123-125 of the book.
## Lusa's Firm Rejection and Repudiation
In response, Lusa's Information Directorate **rejected and repudiated the accusations** that their report was false or that the agency contributed to disinformation and manipulated Gouveia e Melo's statements. They maintained their original story.
In a statement titled "**Lusa Maintains Its News**", the directorate concluded, echoing the campaign's note, that "**in politics, not everything can be allowed**".
## The Controversial Article at the Heart of the Dispute
Lusa reported on Sunday that Gouveia e Melo decided to run for president after reading in **Expresso newspaper** that Marcelo Rebelo de Sousa intended to block his candidacy by reappointing him as Chief of Naval Staff. The article in question was "**Admiral Wants Two More Submarines to Stay in the Navy and Give Up on Belém**", published on October 3, 2024.
Lusa cited from the book "Gouveia e Melo - As Razões", based on an interview by journalist Valentina Marcelino, deputy director of Diário de Notícias: "**It was that article that made me set the course. Because when I read it, I got really angry**".
The book is set to hit bookstores this Thursday and will be presented on November 24.
## Gouveia e Melo's Stated Motivation for Running
According to his campaign, the decision to run for Belém came from realizing that **the President of the Republic and the Government were not truly interested in defense matters**, so he wouldn't have the opportunity to make a difference as Chief of Naval Staff.
