A gestão política de um protagonista eleito afere-se pelos seus valores, pela perceção da realidade do que está a gerir, das prioridades que elege, da combinação entre o que quer o povo e as necessidades urgentes de uma cidade, aquelas que o povo não conhece e não tem de conhecer. O papel de um político é esse mesmo – conhecedor de toda a realidade, cabe-lhe decidir e acautelar, minimizar consequências. Como disse Anacoreta Correia em entrevista ao Observador, decisão ação ou omissão. Ao gestor político cabe-lhe o papel de executor perante as questões que lhe são colocadas. A delegação de competências técnicas serve este propósito e nem poderia ser de outra forma. Aceitar que o debate sobre a segurança dos elevadores na cidade entre como tema principal no debate autárquico diminui a política e diminui os lisboetas. Retirar consequências políticas de um acidente imprevisível é aceitar que os políticos sejam pessoalmente enxovalhados em praça pública sempre que é apontado o fácil dedo da culpa e como se isso pudesse servir como absolvição de todos. De todos. De quem viu, de quem não viu e soube depois, dos políticos, da oposição, dos estrangeiros, de quem esteve quase a apanhar o elevador naquele dia, de quem estava no elevador de baixo, de quem circulava na avenida, de quem foi presidente e de quem se candidata a presidente. Serviria uma demissão de absolvição? Não devia. Se excluirmos o conceito jurídico de culpa (previsto na na lei), a culpa em geral é suficientemente abstrata pelo que é fácil apontar o dedo e pedir ou exigir responsabilidade política, o que quer que isto queira dizer – mas que nesta linguagem usado pelos acusadores deste processo – quer dizer a exata e mesmíssima coisa: a demissão. O que não representa em rigor, qualquer a solução. Trata-se apenas um ato de contrição ou de redenção. Em bom rigor há culpa? Não. Que se saiba, pelo menos até agora, não tinha sido detetada nos vários relatórios existentes as fragilidades deste equipamento. Não tendo sido detetada a falha, não se poderia atuar. É aqui que o caso é diferente do caso da demissão do ex-ministro das Obras Públicas. Era imprevisível porque nada existia que indicasse que poderia acontecer. Por isso não é comparável à derrocada da Ponte Hintze Ribeiro. Ao contrário da tragédia de Entre-os-Rios, que aconteceu a 4 de março de 2001, (e que bem recordo como jornalista), terá existido um relatório do Instituto das Estradas de Portugal (IEP), ex -Junta Autónoma de Estradas (JAE), datado de dezembro de 2001 – 3 meses antes, portanto da derrocada da ponte. Esse relatório indicava a necessidade de uma intervenção urgente após terem sido detetadas fissuras e forte erosão dos pilares de suporte da ponte provocadas pela extração ilegal de areias no rio Douro. O relatório do então IEP (que a partir de 2004 passou a ser a EP- Estradas de Portugal e é agora Infraestruturas de Portugal) foi documentado com filmagens debaixo de água, 3 meses antes da queda da ponte. No caso do elevador da Glória, não havia nada. Todos os relatórios existentes e conhecidos, desde os relatórios de manutenção diária até aos relatórios de inspeção anuais, não identificavam qualquer deficiência do equipamento. Por isso foi imprevisível, e por isso não se pode comparar ao caso que levou à demissão de Jorge Coelho, que é recordado à exaustão sempre nos piores momentos da nossa história. Foi um episódio honroso, mas não creio que possa servir neste caso. Este acidente só entra no debate político porque estamos a menos de um mês das eleições autárquicas. Não se desse essa eventualidade e estaríamos a ver outros títulos e outras imagens porque todos ficamos chocados com a tragédia que sucedeu. A bitola da responsabilidade política não pode ser a demissão, como se pretende sempre que se recorda o caso do ex-ministro Jorge Coelho.
