## A Message of Inclusion and Opposition to Hate
In a powerful inaugural address at Portalegre Cathedral, the newly ordained Bishop of Portalegre-Castelo Branco, **Pedro Fernandes**, made a bold declaration that **"in the Church, there are no foreigners"** and expressed his firm opposition to **hate speech and social exclusion**.
During his episcopal ordination ceremony presided over by José Ornelas, who also serves as president of the Portuguese Episcopal Conference, Bishop Fernandes emphasized his commitment to creating a welcoming environment for all members of society.
### Commitment to the Most Vulnerable
"To migrants, members of minority communities, people with disabilities, prisoners, the lonely, the sick and elderly - to all, I want to say that I will do everything within my power to ensure the Church truly becomes your home," Fernandes stated in his address. He promised these groups would feel **"welcomed, protected, promoted and integrated"** within the Church community.
### Following Papal Guidance
The new bishop invoked the teachings of **Popes Francis and Leo XIV**, particularly their emphasis on the four key actions toward migrants: **welcome, protect, promote and integrate**. Fernandes noted that while these principles specifically address migrant communities, they apply equally to "all people wounded by exclusion, hate speech, or the indifference that kills."
### Background and Experience
Pedro Fernandes, 56, was announced as the new bishop on October 7th by the Portuguese Episcopal Conference, following the resignation of Antonino Dias after 25 years of pastoral service in the diocese.
Before his appointment, Fernandes served as president of the Board of Directors of the **"Anima Una" Social Support Association** in Braga. Ordained as a priest in Lisbon on July 21, 1996, he brings extensive international experience to his new role, having served in various missions abroad.
Upon returning to Portugal, he held positions in the **Espiritan community of Porto** from 2010 to 2018, serving as provincial counselor and assistant of the Portuguese Province of the Congregation of the Holy Spirit. Between 2018 and 2024, he served as superior of the Portuguese Province of the Spiritans and vice-president of the Conference of Religious Institutes of Portugal.
### About the Diocese
The Diocese of Portalegre-Castelo Branco comprises **161 parishes** distributed across five regions:
- Abrantes archpriesthood (Santarém): 33 parishes
- Castelo Branco: 44 parishes
- Sertã (Castelo Branco): 35 parishes
- Ponte de Sor (Portalegre): 27 parishes
- Portalegre: 22 parishes

## Objective: Train and Evaluate
The focus of these exercises is not on the probability of the event, **but on the effectiveness of the response**, with the ultimate goal being very clear: **train and evaluate the capacity** of the Integrated Military Emergency Support System (SIAME) **to support Civil Protection** under disaster conditions.
To achieve this, **an impressive contingent of about 300 personnel and 100 vehicles** is being mobilized, turning key points in Lisbon **into intensive training grounds**, in an operation so complex that it **will mirror the reality of a disaster of this magnitude**. Some of the locations where these operations are taking place include:
- **Telheiras (urban search and rescue)**
- Simulations of searches in complex structures and **rescue in completely collapsed buildings**. Emphasis is placed on **extracting victims in high-risk environments**.
- **Belém (tsunami alert)**
- Test of the Municipal Tsunami Warning and Alert System, with **real activation of a siren on the waterfront** and associated awareness actions highlighting the maritime danger post-earthquake.
- **Monsanto (rescue in natural environments and accidents)**
- Tests of high-angle rescue (difficult-to-access areas), **open-area search and simulation of mass road collisions**, which inevitably accompany post-earthquake chaos.

## Full Involvement of All Authority Forces
**Several entities are participating** in these tests for response to potential natural disasters in the city, including the Lisbon City Council, the Municipal Civil Protection Service, the Firefighters Sappers Regiment, and the Municipal Police, ensuring that the simulations cover all aspects of **urban crisis management, immediate relief, and public safety maintenance**.

These simulations begin today, **November 17th, at 1 PM**, and although not "open" to the public, they serve as a **preventive warning to all citizens**, who are always the first line of defense.
It is also noteworthy that the success of these tests will not be measured solely by the smoothness of military procedures, but by the **robustness and swift, effective response of the entire national system** when faced with one of these potentially destructive scenarios.

## UGT Threatens Extended Action
Meanwhile, **UGT has made it clear that if necessary, they will proceed with a two-day strike**. In a recent interview, UGT Secretary-General Mário Mourão reiterated that the government failed to promote dialogue.
**"The best thing that could happen for UGT not to proceed with the strike would be for everyone to reflect on whether this isn't the moment to stop. There's a saying that says 'stop, listen, and look.' I say 'stop, listen, and reflect'"**, exhorted Mourão.

When asked what would need to happen in the meetings scheduled for November 19th and December 10th to prevent the general strike, the union leader responded: if the government presents "a document" similar to what was recently submitted, the protest could escalate.
**"Perhaps what we need to consider is scheduling two days of strike instead of just one"**, he admitted.
## Government Response and Negotiation Stance
The general strike was announced on November 8th by the CGTP Secretary-General following the march against the labor package on Avenida da Liberdade in Lisbon. Last Thursday, **UGT unanimously approved the decision to proceed in convergence with CGTP**, including favorable votes from Social Democrat Workers.
In a written statement on Friday, the office of the Minister of Labor guaranteed the intention to negotiate labor legislation changes with all social partners.
**"The Minister of Labor, Solidarity and Social Security has been negotiating since the beginning of September with social partners, particularly UGT, the draft law for labor legislation reform, Work XXI"**, emphasized the Ministry.
"Throughout the entire negotiation process, it has always prioritized discussing proposed measures within the Social Concertation framework," it continued, stressing that **"it neither confirms nor denies any of the changes to the initial proposal advanced by various media outlets in recent hours"**.
## Key Changes in Government Proposal
The statement came after newspaper Público reported that the new proposal submitted to UGT contained changes in various matters, particularly regarding dismissals, vacations, and breastfeeding.
According to the newspaper, **the government would pave the way for restoring the three attendance-linked vacation days abolished during troika intervention, abandoning the possibility for workers to request up to two additional vacation days with loss of remuneration**.
**The government would also retreat from simplifying dismissals in medium-sized companies**. The government's draft proposal envisions revising "more than a hundred" articles of the Labor Code.
Additionally, **the government intends to increase compensation for collective dismissal from 14 to 15 days and adjusts the proposal allowing vacation and Christmas bonuses to be paid in twelfth installments**, making **this possibility dependent on an agreement between worker and employer rather than just the "expressed will of the worker"**.
## Specific Labor Condition Adjustments
**Regarding breastfeeding, the government maintains the two-year limit for the daily work schedule reduction of two hours**. However, **unlike the initial proposal, medical certification is only required if breastfeeding continues beyond the child's first year, and should be presented every six months in such cases**.
**The intention to eliminate bereavement leave for pregnancy loss remains, framing it within pregnancy interruption leave**. Thus, under the new proposal, **the mother would "always" have the right to 14-30 days of leave, while the father would have the right to miss up to three consecutive days**.
Simultaneously, **the government plans to introduce continuous working hours in the private sector for workers with children under 12 years old or, regardless of age, with disabilities, chronic illness, or cancer**.

## Lisbon Metropolitan Area Reaches Historic Population Milestone
**For the first time ever, the Lisbon Metropolitan Area (AML) has surpassed the 3 million resident mark**, according to recent population estimates. The 18 municipalities that comprise the AML now total **3,005,119 inhabitants**, representing a staggering **28% of Portugal's entire national population**.
### Rapid Population Growth Over 50 Years
This represents a dramatic increase of nearly **1 million residents** compared to the approximately 2.1 million people living in these same municipalities back in 1974. The current demographic surge is primarily driven by **immigration**, a trend affecting all municipalities but most pronounced in Lisbon proper, where **two out of every five residents are now foreign-born**.
### Regional Distribution and Growth Patterns
The data released by Pordata reveals particularly strong population growth in the **Setúbal Peninsula**, with notable increases in **Montijo, Palmela, and Sesimbra**. This expansion can be attributed to improved accessibility created by the **Vasco da Gama Bridge** and more affordable housing prices compared to municipalities closer to Lisbon's urban core.
### Demographic Shifts and Aging Population
Across all municipalities, common trends emerge, including a **growing elderly population** where **one in five residents is over 65 years old**. In every municipality, the number of young people under 15 consistently falls below the elderly population. The smallest gap exists in Montijo, where 16% of residents are under 15 and 18% are over 65.
### Natural Population Balance
**Montijo and Seixal stand out as the only municipalities on the South Bank where births outnumber deaths**. Positive natural population growth is also recorded in **Sintra, Loures, Amadora, Odivelas, Vila Franca de Xira, and Mafra**, indicating varying demographic dynamics across the metropolitan region.

## Shocking Double Homicide at The Apeadeiro Restaurant
A **double homicide** occurred this Sunday around dinnertime at **O Apeadeiro – Sarilhos** in Montijo. The restaurant, which opened in February in a former railway stop, was co-owned by the older victim and the alleged murderer. It was open for business when shots were fired at the father and son, with several witnesses present. The suspect reportedly fled in a vehicle and remains at large.
### Details of the Victims and Suspect
The alleged killer shot his partner, a **Luso-Brazilian man in his 60s**, who had moved to Portugal during the pandemic to expand his event business from Brazil. As the son of Portuguese parents, he decided to stay. In an interview with NiT, he shared his connection to the area, recalling childhood clubs in Rio de Janeiro where Portuguese culture was celebrated. He fell in love with the derelict railway stop, seeing its potential and the deep ties locals had to it, leading to its restoration and the opening of the restaurant.
His son, a man in his 20s who regularly assisted his father, was the second victim in this tragic event.
### Investigation and Motive
The **Setúbal Judicial Police** are investigating and believe **business disagreements** between the partners motivated the murders. The alleged perpetrator, a former car dealership owner with a criminal record, is thought to have acted alone.
### Timeline and Emergency Response
According to a GNR source, the incident happened around 8 PM on Sunday. The victims were transported to Barreiro Hospital in resuscitation efforts by approximately 8:45 PM and were pronounced dead at the hospital. Their bodies will undergo autopsies at the National Institute of Legal Medicine in Lisbon.
The Península de Setúbal Sub-Regional Emergency and Civil Protection Command reported the alert at 7:55 PM. The victims were found in **cardiorespiratory arrest** and received advanced life support. By 8:45 PM, they were en route to the hospital, accompanied by emergency medical vehicles from Barreiro and Loures.

**Portuguese Judicial Police arrested a suspected trafficker with alleged ties to the Primeiro Comando da Capital (PCC) in Lisbon this Saturday.** The individual, known by the alias 'Hulk', is Brazilian Ygor Daniel Zago, 44, who was on Interpol's red list. His wife, Fernanda Ferrari Zago, 40, was also detained during the operation, which executed international arrest warrants issued by Brazil.
'Hulk' had been **sentenced in Brazil to 29 years in prison for international drug trafficking** and faced a preventive detention order from the São Paulo Court of Justice for charges including criminal organization, money laundering, and active corruption.
According to the Portuguese Judicial Police statement, a 2023 investigation following the seizure of 30,000 liters of methanol uncovered a **criminal organization involved in trading fuel adulterated with methanol**. This group was implicated in corrupting public officials and concealing assets and funds from these illicit activities.
The police detailed that the **criminal organization operated in an organized and structured manner with a clear division of roles**. 'Hulk' was identified as the leader, responsible for making decisions on all organizational activities, issuing orders to subordinates, and managing the group's financial resources.
Investigations revealed that **illicit funds from the criminal organization were found in his wife's bank account**, aiding in the concealment of assets. Additionally, ownership of several luxury vehicles used by other organization members was established.
Both individuals could face up to 12 years in prison for these offenses and are set to appear before the Lisbon Court of Appeal for the application of coercive measures.
The Ministry of Justice and Public Security, through the National Secretariat of Justice, declined to comment on specific cases due to secrecy under the General Data Protection Law (LGPD). The Federal Police had not responded by the time of the report's publication.

## Weather Warnings in Effect
Seven districts in mainland Portugal are currently under a **yellow weather warning** due to forecasts of heavy rain and thunderstorms, as announced by the Portuguese Institute of the Sea and Atmosphere (IPMA) on Sunday, November 16.
### Affected Regions
- **Districts under yellow warning**: Viseu, Porto, Viana do Castelo, Aveiro, Coimbra, and Braga, with alerts in place until mid to late afternoon on Sunday.
- **Leiria district**: The warning extends until 9 PM.
### Situation in the Azores
In the Azores archipelago, the **Central and Eastern groups** are under yellow warning for expected heavy precipitation, possibly accompanied by thunderstorms.
- **Central group** (Faial, Pico, São Jorge, Terceira, and Graciosa): Warning valid until 12 PM on Monday, November 17.
- **Western group** (Flores and Corvo): Warning in effect until 6 AM on Monday.
### Weather Trends and Impacts
After several days under an orange warning due to **Depression Cláudia**, the severe weather is beginning to ease in mainland Portugal. However, forecasts still predict **heavy rainfall**, hail, thunderstorms on the west coast, and strong winds in western coastal and highland areas. **Strong sea agitation** will persist throughout Sunday.
The yellow warning is issued by IPMA when there is a risk to activities dependent on weather conditions.
### Civil Protection Reports
Between midnight and 6 PM on Saturday, November 15, mainland Portugal recorded **815 incidents** related to the bad weather, primarily floods, with the majority in the **Metropolitan Area of Porto**, followed by the **Algarve region**, according to official sources from Civil Protection.
- Breakdown of incidents: 506 floods, 103 road clearances, 97 fallen trees, 54 structural collapses, and 50 landslides or mass movements.
- The National Authority for Emergency and Civil Protection (ANEPC) reported **one fatality and 28 injuries**, two serious, in Albufeira due to an **extreme wind event**.
### Outlook and Safety Recommendations
An ANEPC operations official, based on IPMA forecasts, stated that the trend is toward an **improvement in weather conditions**, with a decrease in incident numbers already noted.
ANEPC emphasizes that the impact of severe weather can be minimized through **preventive behaviors**, especially in historically vulnerable areas. Key recommendations include:
- **Clear rainwater drainage systems** to prevent blockages.
- Exercise caution in wooded areas and near coastal or riverside zones.
- Avoid sea-related activities like **sport fishing, water sports, and seaside walks**, and do not park vehicles near the shoreline.
- Practice **defensive driving** by reducing speed and watching for water accumulation on roads.
- Do not cross flooded areas to avoid risks of being swept away or falling into open sewers.
- Move animals, equipment, vehicles, and other belongings from flood-prone areas to safe locations.
Depression Cláudia has been affecting mainland Portugal and the Madeira archipelago since Wednesday with **heavy rain, strong winds, and rough seas**, as per IPMA.

## Ferro Rodrigues Criticizes Judicial Power
Former President of the Portuguese Parliament Eduardo Ferro Rodrigues sharply criticized the judicial system on Saturday, warning that it has become a **"Kafkaesque instrument"** and stating that **"those who remain indifferent could be the next victims."**
His statement, issued to the Lusa news agency, came one day after the newspaper *Expresso* reported that former Prime Minister António Costa, now President of the European Council, has been requesting access to the case files in which he is named for over a year. His first request was reportedly submitted to the Public Prosecutor's Office even before judicial secrecy was imposed on the **Influencer Operation** case.
### Judicial Secrecy and Access Denials
Ferro Rodrigues argued that **the combination of anonymous complaints, selectively publicized preventive investigations, targeted leaks to media outlets, and judicial secrecy transforms the judicial power into a Kafkaesque instrument.** He emphasized that **indifference could make anyone the next victim** of such practices.
On Friday, the Public Prosecutor's Office stated that a prior request for consultation before the imposition of judicial secrecy in the Influencer Operation is irrelevant for denying access to the case files by former Prime Minister António Costa. The Prosecutor General's Office clarified that **once judicial secrecy is decreed, access to the process is no longer permitted**, regardless of any previous requests.
### Manifesto of the 50 and Ongoing Investigations
The *Expresso* also interviewed signatories of the **Manifesto of the 50**, including Ferro Rodrigues, who consider it unacceptable that António Costa cannot consult the process in which he is being investigated.
In a clarification published on the official page of the Prosecutor General's Office, the Central Department of Investigation and Penal Action recalled that the inquiry targeting António Costa remained with the Public Prosecutor's Office at the Supreme Court of Justice until April 10, 2024, due to his status as a sitting prime minister under investigation. It was transferred to the DCIAP on April 12.
The DCIAP further stated that the decision to apply judicial secrecy to the inquiry **"was judicially validated"** and that **"this inquiry is still subject to judicial secrecy, internal and external, and therefore not open for consultation."**
According to *Expresso*, the former prime minister has submitted **four requests for consultation, all denied**. At his request, António Costa was heard at the DCIAP by prosecutor Rita Madeira as a declarant on May 24, 2024, without being formally indicted.
### Recent Developments and Case Background
On November 7, Prosecutor General Amadeu Guerra noted that the Influencer Operation case had a pending appeal at the Lisbon Court of Appeal regarding access to information in emails seized from lawyers. He was unaware that the appeal had already been decided in favor of the defendants, denying the Public Prosecutor's Office access to those emails.
On November 7, 2023, five people were detained and later released as part of the Influencer Operation, including António Costa's then-chief of staff, Vítor Escária.
The case involves suspicions of crimes related to the construction of a data center in Sines, hydrogen energy production in the Setúbal district, and lithium exploration in Montalegre and Boticas in the Vila Real district. This led to the **fall of António Costa's government**, with the now European Council President being considered a suspect without being formally indicted.

There's a new literary space for **our guide to bookstores in Lisbon**. It's called **Gondwana** and primarily features **literary works originating from the Southern Hemisphere**, which, according to the establishment, is the new center of world literature.
It opened its doors on November 5th, 2025, and **isn't just another bookshop**; it presents itself as a geographical and cultural manifesto that **promises to redefine the perspectives of Lisbon readers**.
## The New Epicenter of Global Narratives

**Inspired by the ancient supercontinent Gondwanaland**, which united Africa, South America, Australia, and Antarctica, this bookstore intentionally positions **the South as the center of its stories, voices, and cultures**. While many consider these cultures rich and essential, the truth is they've been **relegated to the "periphery" of Western literary habits**.
**For David Gough**, co-responsible for this project:
> "We want to look at the world differently, **give voice to authors and cultures** that have historically been peripheral and that today have **much to teach us about identity, belonging, and the future.**"
## Alternative Perspectives in a Refuge for All

The literary curation you'll find at Gondwana **highlights authors who offer other points of view**, thus promoting a **more comprehensive and transcontinental literary dialogue**. The bookstore commits to linguistic diversity, making books available in their original languages **but also in Portuguese versions**.

One of the major highlights of this bookstore goes far beyond being just a sales point: **inside you'll find a small "refuge,"** a cozy corner where you can **"disconnect" from the world** (in the truest sense of the word).
In this more intimate and comfortable space, **there's no Wi-Fi access** and the use of digital electronic devices is discouraged. **The idea is for you to connect deeply and uninterrupted with books**, in what was once genuine human interaction.
To complete this **more introspective experience**, Livraria Gondwana also features **a small café and wine bar**, which can **promote conversation and reflection** that these "new" readings might inspire.
**Address:** Avenida Óscar Monteiro Torres 40A (Campo Pequeno area)
**Hours:** Tuesday to Friday, 11am to 8pm; Saturday 9am to 2pm

*Sendo a guitarra um instrumento transpositor, a guitarra de Coimbra afina um tom abaixo.*
## The D Note That Started It All
And so it was. As I had heard shortly before, when I recognized him, the note sounded again. I saw him, and heard a D. I heard this and one of the most beautiful Portuguese songs followed. Without words, only black and white images of Alvalade, with the diffuse grays of a 1960s film.
And there was more of that initial, unique note, always the same, during that afternoon blessed by traffic jams. Him passing me, me passing him, him passing me and the bus, accelerating down Estrada de Benfica, ending a glorious, memorable afternoon. Each time - and there were five - the natural D note. And in all of them, the song it evoked followed.
Thus I confirmed Alvalade's importance in my life. The first time I saw the film **Verdes Anos** I'd already had a haunting. A god appeared to me in sound, Carlos Paredes, even before knowing he could bring me an entire theme just by hearing that solitary initial note of Portuguese guitar.

## The Photographer's Confirmation
Recently, I was telling this to photographer **Inácio Ludgero**, a friend. There are strange stories you only tell to comrades with whom you've shared strangeness.
"At the entrance to Sete Rios, Paredes?" the photographer Ludgero simply asked me. Pause. I was almost humming Verdes Anos when he cut in: "Funny, that's where I photographed him. In front of that corner."
In 1979, he told me, Inácio Ludgero had gone to photograph Carlos Paredes at home, on Estrada de Benfica. I clung to the small coincidence - my strange story was gaining material, palpable contours. Paredes had lived there.

*A Escola Técnica da Pide, em Sete Rios, derrudada.*
## The Guitar That Wasn't His
At Paredes' house, the photographer saw a Portuguese guitar. He asked the virtuoso to take a photo with it. **Carlos Paredes** hesitated - the house was messy, maybe that was the reason. But my friend heard this extraordinary excuse: "The guitar isn't mine, it's my father's."
**Artur Paredes** was in a nursing home and photographer Ludgero insisted. From the landline, they called the home, the son spoke with his father: "Daddy..." And he said yes.
Then, photographer and guitarist went to the neighboring facilities of the former PIDE Technical School, occupied after the April 25th Revolution by residents' associations - right in front of that Sete Rios corner, beginning of Estrada de Benfica, that opened this text. Carlos Paredes had a room there to rehearse.
It was, besides lessons and genius, the inheritance Artur Paredes left his son - two Portuguese guitars. He died in 1980 and the previous summer, as we said, one of those guitars was photographed being plucked by Carlos Paredes - it appeared on the cover of Se7e.

## The Dynasty of Guitar Makers
If the reader wants better information than mine - which I only reached through hauntings - pluck, on the Net, "**Pedro Caldeira Cabral**", composer, instrumentalist and disseminator of the Portuguese guitar.
You'll learn about the connection between gods and carpenters; between the Paredes and those who increased sound volume and shaped guitar woods. Which is also a walk through Olympus, that is, through this Lisbon.
From **João Pedro Grácio** (1872-1962), the patriarch of guitar makers who founded a workshop on Rua da Boavista, in Bica, in 1890. A century ago, he had the Guitarraria Leiriense in Largo de São Martinho, near Limoeiro. What beauty a sign making us spell "guitarraria". Artur Paredes went to the workshop for instrument repairs and string changes.

## The Synchrony of Two Noble Dynasties
A son of the patriarch, Joaquim (known in the guitar maker's trade as Kim Grácio), left the family workshop and made another to support a classical guitar school founded in the 1950s, which still exists on Avenida João XXI, near Areeiro (little by little, the Alvalade neighborhood appears...)
In this school, this Grácio worked with Artur Paredes, on the ultra-precise subject that is the guitar.
A grandson of the patriarch and nephew of Kim Grácio, Gilberto Grácio made a famous workshop in Cacém. There he built a guitarrão or guitolão with Carlos Paredes. Brought to public in 2005, the year after the guitarist's death, only two copies were made. Gilberto Grácio died in 2021 and with him a family school.
"Guitarrão, a body of a Coimbra guitar, but with a vibrating string length and viola," a formula I don't have the knowledge to understand, I only write it because I stole it from the already cited Pedro Caldeira Cabral. What matters to me is to underline the synchrony of two dynasties, one of carpenters, another of artists, both noble.
## The Beauty That Haunted Me Twice
For example, if this episode, which the reader now reads, was dedicated to the music of the film **Verdes Anos**, seen twenty years before I crossed paths with Carlos Paredes on the bus, and influencing that journey, a second haunting was having seen the most beautiful woman who walked through a Portuguese film, **Isabel Ruth**.

After the film, in the late 60s, I went to live in Paris. I'll never forgive her for not coming to me - and it's not enough excuse that she never knew me from anywhere. Alvalade is a matter I have to resolve with myself.

## Safety Crisis at Lisbon's Rainha Santa Isabel School
**A primary school in Lisbon's Campo de Ourique neighborhood has been forced to close** due to serious safety concerns following persistent rainfall that triggered fire alarms and electrical problems. The Escola Básica Rainha Santa Isabel will remain closed on Monday as authorities address the dangerous conditions.
### Electrical Hazards Force Emergency Evacuation
On Friday, persistent rainfall caused water infiltration that **triggered fire alarms** during lunchtime while children were in the cafeteria. School officials were unable to deactivate the alarms without shutting down the entire electrical system, forcing them to call parents to pick up their children immediately.
Mafalda Ambrósio from the Parents' Association told Lusa news agency: "We received information that firefighters were on site and indicated that for safety reasons, the school will not open until repairs are made. For now, it's known that children will not have school on Monday."
### Years of Neglected Maintenance
The school has been operating in **temporary modular buildings since 2021**, with approximately 160 students who were supposed to return to their original building on Santa Quitéria Street this academic year. However, renovation work that began five years ago remains incomplete.
Parents allege that both the **Lisbon City Council and Campo de Ourique Parish Council have completely failed in their maintenance responsibilities**. The Parents' Association spokesperson emphasized: "What really concerns us here is all the negligence that occurred, because this could have been avoided if there had been proper maintenance of the modular buildings."
### Escalating Problems and Blame Game
The situation began deteriorating in **February of last year** when significant water infiltration made one of the kindergarten classrooms unusable. At that time, children had to be relocated to the teachers' lounge until the issue was resolved.
This autumn, the problem resurfaced with even greater severity. Investigation revealed that the **installed drainage pipes are insufficient for proper water runoff**, requiring additional intervention.
According to the Parents' Association, the City Council had requested the Parish Council to clean gutters and roofing to ensure proper drainage function. However, the Parish Council cleaned all roofs except those covering the gymnasium and support room - precisely where Friday's rainfall caused the water infiltration that led to the current crisis.
### Uncertain Future for Students
The spokesperson expressed frustration about the ongoing blame-shifting: "There's a pushing of responsibilities between whether it's the City Council's responsibility or the Parish Council's, and nobody actually takes responsibility for having 160 children in a school who need to be safe and have conditions for a healthy, normal school year."
Regarding the original school building, parents say they have "absolutely no information" about when renovations will be completed. Initial projections indicated a September opening, then December of this year, but recent communications suggest even Easter might be optimistic.
The school serves two kindergarten classes and five primary school classes, all now facing uncertainty about their educational continuity.

**Portugal has been battered by relentless heavy rain**, leading to a staggering 2806 weather-related incidents recorded between Wednesday at 2 PM and Friday at 10 PM. This severe weather has resulted in **two fatalities in Fernão Ferro, Seixal**, and forced **32 people to evacuate their homes** in municipalities including Abrantes, Salvaterra de Magos, Seixal, and Pombal.
### Most Affected Regions
- The **Península of Setúbal** tops the list with 597 occurrences.
- **Greater Lisbon** follows with 349 incidents.
- The **Algarve** region reported 285 cases.
### Breakdown of Incidents
- **Flooding** dominated with 1507 reports.
- **Fallen trees** accounted for 529 occurrences.
- **Road clearing** made up 311 incidents.
Emergency response involved **7682 personnel and 2947 vehicles** deployed to manage the crisis.
### Landslide in Azeitão
In Azeitão, Setúbal, a **landslide destroyed approximately 20 meters of Rua da Mata** and damaged the power supply to the local hospital. José Luís Bucho, Municipal Civil Protection Coordinator, stated that the slide was likely caused by **water accumulation in an uncleaned ditch**, with ongoing investigations into whether the Portuguese Environment Agency (APA) or a private entity is responsible. **E-Redes quickly provided generators** to restore power to the hospital and water extraction points.
### Extreme Weather in the Algarve
Faro experienced **extreme wind phenomena** on Friday morning, causing tree and structure falls, though no injuries were reported. This follows significant impacts from **Depression Cláudia** in the sotavento Algarve region on Thursday.
### Civil Protection Recommendations
Civil Protection emphasizes that **preventive behaviors can minimize weather impacts**. Key advice includes:
- **Clear rainwater drainage systems** to prevent blockages.
- **Avoid wooded areas** due to risks of falling trees.
- **Stay away from coastal and riverside zones**.
- On roads, practice **defensive driving by reducing speed** and watching for water accumulation.
- **Do not cross flooded areas** to avoid being swept away.
### Weather Warnings
- The Portuguese Institute of Sea and Atmosphere (IPMA) has issued an **orange warning for Faro, Beja, and Setúbal** from 9 AM to 3 PM on Saturday, forecasting **persistent, sometimes heavy rain with thunderstorms**.
- A **yellow wind warning** is also in effect for these districts, with gusts up to **80 km/h**.
- All mainland districts remain under a **yellow rain warning** until 9 PM Friday, and the entire coast is under a **yellow maritime agitation warning** from midnight to 6 PM Saturday.
- In Madeira, weather is expected to worsen until Saturday afternoon due to **Depression Cláudia**, particularly affecting the south coast and mountainous areas.
### Railway Disruptions and Restorations
- **Rail service on the Beira Baixa Line** between Covilhã and Tortosendo, interrupted by a **derailment of an empty train** on Thursday, resumed at 6:40 AM Friday.
- **Bus transfers were arranged** between Fundão and Guarda for affected passengers.
- Other lines experienced disruptions, including the **North Line** (Entroncamento to Riachos), **West Line** (Louriçal to Amieira), **Beira Alta Line** (Contenças), and **Alentejo Line** (Pinhal Novo to Poceirão).

## A Stain on Lisbon's Democracy
When we're told that history is cyclical, we realize that cycles often sink into oblivion because they're usually long. However, what happened in the election of the Lisbon Municipal Assembly's Bureau transports us to a very recent past, signaling a repetition of a much shorter cycle, revealing a **democratic desperation**.
In 2015, Pedro Passos Coelho won the legislative elections, albeit without a majority. The tradition that April's freedom consolidated in November's democracy was that parties accepted that the most voted force would form the government.
And in those years, in denial of the Portuguese rejection of socialist leadership, the radical left invented a new tradition: even if others win, the left unites to change traditions.
Ten years later, the PS repeated the exercise, but based on the conviction that the Left Bloc is more acceptable in democracy than the current Chega.
And let's be clear, the PS did not fall to the left out of naivety, but by **strategic choice**.
There are moments in public life when the attentive observer cannot help but frown, like someone finding a stubborn stain on new linen.
And Lisbon, always patient and courteous, now finds itself confronted with one of those stains, where the left, contrary to the will of Lisbon's residents, decided to extend its old shawl over the Municipal Assembly, not to protect it from the cold, but to hide it from the light.
The election of the Municipal Assembly Bureau was not, as would be expected in an enlightened democracy, an exercise in respect for the majority.
The left, minority but ingenious, united with the pride of those who, unable to command the ship, demand at least to hold the helm of the boat.
A revealing fact of a political phenomenon that deserves careful attention: defeated for the City Council, they still found a way to preserve control of the oversight body through a new coalition.
All this despite the sum of mandates clearly and unequivocally showing that Lisbon voted mostly to the right.
The political forces on the right (PSD, Chega, IL, and CDS) total 38 municipal deputies, while the political forces on the left (PS, Livre, BE, PAN, and CDU) only have 37.
And, even so, it is the left that comes to preside over the bureau of the body that oversees the executive.
At the installation session, the new president of the Municipal Assembly, elected by the PS, rehearsed words of balance, moderation, and institutional respect.
However, the speech did not survive the echo of the walls.
Shortly after, Alexandra Leitão announced that she would not enable budgets nor facilitate strategic proposals from Carlos Moedas' executive.
What could have been a gesture of institutional cooperation turned into a declaration of **political war**.
All this, because she knows she does not have a majority in the Municipal Assembly.
She even knows that the will of Lisbon's residents leaned to the right.
But, knowing all this, she insists on governing the deliberative body against the majority, like a troupe that, chased off the main stage, hangs onto the scenery wires to continue gesturing to the audience.
And thus, André Moz Caldas' speech of balance fell dead to the ground.
It didn't even live the time of a bell toll from the Sé.
This rehearsed contradiction impels us to a harsh reality. There will be no collaboration and respect. The AML will be the stage for the left's siege of Carlos Moedas' governance, and they will do everything to undermine the realization of Moedas' ambition for Lisbon.
Now, Lisbon does not deserve this pantomime.
The situation requires clarification, since the PS refused to accept the invitation to integrate a list headed by the first elected with the most votes (Margarida Mano), and because the will of Lisbon's residents was expressed at the polls with a right-wing majority, then that majority should preside over the Municipal Assembly.
And it is precisely here that the PSD, responsible for municipal governance, will not allow any dome of ambiguities. The city demands clarity. It demands respect for the vote. It demands that the majority that elected the right to lead the City Council also has voice and dignity in the Municipal Assembly.
This PSD, because it can rely on a majority, will not hand it over to the radical left. No more geringonça that harms the city, like the one in 2015 harmed the country, will be repeated.
And, curiously, in an irony of the times, Chega has shown signs of moderation in the AML. It did not attack, did not invade the tables of deliberation. It abstained because it demanded recognition of its relevance in a framework where, traditionally, it was ignored.
To better describe the next steps, I allow myself to plagiarize and adapt the famous phrase of Eça, that ironic moralist who saw the country as a bourgeois house where rubbish is so often swept under the rug:
This Municipal Assembly Bureau will not fall because it is not a building;
it will come out with benzine because it is a stain.
And the benzine, in this case, is democracy.

## A Glimpse into Lisbon's Past
**Pátio da Quintinha**, an urban island in Lisbon's Marvila area, once belonged to the noble family of the **Marquês de Marialva**. Originally a support structure for the old Cais Marialva, it features stunning 17th-century azulejos (traditional Portuguese tiles) and has retained its original layout with protective walls, covered passageways, arches, and stone-paved courtyards.
Over time, it was adapted into workers' housing but preserved its historic charm. Recently, this property went up for an **online auction** as part of a legal enforcement process against A.C. Rodrigues, Construções e Investimentos, based in Moita.
## Auction Details and Challenges
The auction set a **base value of 2.352 million euros**, with a minimum required bid of around two million euros. Covering a total area of 3,388 square meters, including 1,442 square meters under roof, the property comprises 49 units that can be used independently. Its historical significance in Marvila/Beato adds **patrimonial value**, attracting investors focused on rehabilitation with local identity.
However, the property comes with significant burdens: it is occupied by 33 tenants or occupants under old, unwritten agreements due to long-standing possession. The auctioneer, Leilosoc, clarified that resolving these occupancy issues, including potential evictions or regularizations, falls solely on the future buyer.
## The Bidding Duel
On Friday, November 14, at 18:00, the auction concluded after a brief **bidding duel** lasting just a few minutes. Starting at one million euros, it saw five bids of 10,000 euros each, with the highest offer reaching **1.05 million euros**—only half the minimum required. This result classifies the bid as conditional, meaning it is not immediately considered for adjudication.
## Investment Potential and Risks
Situated in the dynamic and rapidly transforming Marvila neighborhood, one of Lisbon's most promising areas, Pátio da Quintinha offers unique opportunities but requires careful handling of its legacy issues. Investors must weigh the **historical allure** against the complexities of tenant regularization.

## Union Leader Condemns Government's Labor Package
Mário Mourão, the **secretary-general of UGT**, has strongly criticized the proposed labor reform, describing it as **"a marvel" for employers**. He emphasized that **"the strike is an instrument to force the table to negotiate"**, highlighting the union's strategic use of industrial action.
### Historic Joint Strike Action
This marks the first time in **12 years** that both **UGT and CGTP** have called a general strike together. The last such joint action occurred during the **troika period**, making this a significant moment in Portuguese labor relations.
### Government Negotiations Stalled
Despite the UGT's continued willingness to negotiate, Mourão stated that the **latest government proposal** fails to deliver **"significant advances"**. The union leader expressed frustration with how Prime Minister **Luís Montenegro's administration** has handled the negotiations.
### Strike as Necessary Action
While Mourão believes that **"the best strike is the one that doesn't happen"**, he remains convinced that the UGT **must proceed with this general strike** to challenge what he sees as an employer-friendly labor package that disadvantages workers.

The parliamentary group of the Socialist Party (PS) is set to request a **preventive review** by the **Constitutional Court (TC)** of the new rules for obtaining and losing Portuguese nationality, which are currently under consideration by the President of the Republic. According to sources from PÚBLICO, the PS is preparing the formal request to be submitted to the Palácio Ratton, where the court must issue a ruling within **25 days**.
Deputies from the PS have already been briefed on the necessary procedures, including obtaining signatures, as the petition requires at least **46 subscribers**. Notably, other parties that also voted against the legislation—such as Livre, PCP, Bloco, and PAN—are not being invited to join this initiative, highlighting the PS's independent stance.
The new nationality law has sparked debate, with recent amendments potentially making the loss of nationality less contentious for President Marcelo Rebelo de Sousa. This move by the PS underscores ongoing political friction over immigration and citizenship policies in Portugal.

## PSP Dismantles Sophisticated Drug Network in Lisbon
**The Public Security Police (PSP) has dismantled a sophisticated drug trafficking network in Lisbon** that was using **computer applications** and fake delivery couriers to distribute narcotics across the city.
### Operation Details and Arrests
In an investigation spanning several months, authorities arrested **five men and one woman**, aged between 30 and 36 years old. Following their first judicial interrogation, **four of the defendants were placed in preventive detention**, while the remaining two were subjected to periodic court appearances.
### Advanced Technological Methods
The suspects, described as having **advanced technical knowledge**, developed specialized applications that facilitated the sale of various types of drugs. These apps included features for **predicting delivery locations** and implementing **digital payment methods**, all designed specifically to evade police detection.
### Fake Delivery Scheme
According to PSP officials, the distribution of drug orders was carried out by individuals who **posed as delivery couriers** from legitimate distribution platforms operating throughout Lisbon. This clever disguise allowed them to blend in with genuine delivery services while conducting illegal activities.
### Massive Drug Seizures
During coordinated operations across the Lisbon Metropolitan Area, police executed **seven house searches** that resulted in significant drug confiscations:
- **8,944 individual doses of hashish**
- **5,490 doses of cocaine**
- **2,500 doses of marijuana**
- **4,460 doses of MDMA**
- **307 grams of hallucinogenic mushrooms**
- **1.5 kilograms of chemical mixing products**
- **1,540 euros in cash**
The operation, conducted on Tuesday, was officially announced by the Lisbon Metropolitan Command of the PSP on Friday, marking a significant blow to organized drug trafficking in the Portuguese capital.

*Visita institucional na Mercadona da Alta de Lisboa*
Ana Carreto, Director of External Relations for the Lisbon District at Mercadona, stated, "Having a store in the capital was a major ambition for Mercadona, and we can say today is a happy day for this team of over 7,000 people in the country, all working daily to get closer to our Portuguese 'Chefs.' Lisbon is now on Mercadona's store map, with a complementary support office, six years after we started our expansion plan in Portugal."
Diogo Moura, Councilor for Economy at Lisbon City Council, highlighted, "The opening of Mercadona represents a very positive impact for Lisbon and our economy. We're talking about an **€18 million investment**, directly translating into job creation and strengthening the local economic fabric. Today, we inaugurate a commercial space that generated 90 new jobs, and early next year, over 100 more will join with the installation of Mercadona's offices. This investment is in a rapidly growing and developing area of the city. In the first quarter of 2026, a new store in Lumiar is also planned, reinforcing Mercadona's commitment to Lisbon. It's an important day for the city and its economy. Lisbon has been attracting more investment, and when we attract investment, we generate jobs and, above all, attract talent. This bet on Lisbon should be recognized and valued."
The new store adheres to the **Efficient Store Model** implemented in all Mercadona stores in Portugal, featuring wide aisles, double-glazed entrances to prevent drafts, more sustainable refrigeration systems, improved insulation in cold units, LED lighting, and intelligent energy consumption management. Additionally, this store has **395 solar panels** on the roof for self-consumption, continuing the company's investment in renewable energy to improve environmental performance and save about **20% in electrical energy annually**.
Mercadona's long-term commitment in Portugal includes an ongoing expansion plan for six years, reflected in over **€1.1 billion invested**, made possible by the Portuguese team of more than 7,000 permanent employees.
For 2025, the company plans to invest an additional **€157 million in Portugal**.

## Survivor Recounts Lisbon Barber Shop Triple Homicide
**Fábio Ferreira** could have been the fourth victim executed by gunfire by **Fernando Silva** at the **Granda Pente barbershop** in the **Vale neighborhood of Lisbon** on the afternoon of **October 2 last year**. This assurance was given by the survivor himself during the first session of the trial for the triple homicide of **Carlos Pina, Bruno Neto, and Fernanda Júlia**, which began this Thursday.
### The Attack Unfolds
"He entered the barbershop and said: 'You're going to cut my hair!' Pina told him to wait a little, that he was having lunch. Fernando repeated the same phrase and Pina maintained his stance. Then Fernando put the gun to his head and fired. At that moment, Bruno confronted him and said 'was this necessary?'. Fernando put the gun to his forehead and fired, already outside the barbershop. Bruno's wife, Fernanda, screamed and he fired again, also in her head. Then he turned to the street. I took the opportunity to flee to one side and the boy whose hair I was cutting to the other. He heard the footsteps, turned and fired at me. By instinct **I ducked and the bullet passed over me**. It hit the shop window. He started heading towards the family car. I went back to the barbershop to get my phone and check on Pina... He was already... And then I fled...", Fábio recounted in court.
### The Accused's Behavior
**Fernando Silva**, deemed imputable by experts, did not want to speak during the first session. He only said, when identified by the judges, that he did not know what the accusation was or what he was doing there, what his full name was, nor the name of his father or mother, who helped him flee. Regarding his current address, he only said that he lives with the police.

## Legal Battle Over Avenida da República Cycling Infrastructure
The **Câmara de Vila Nova de Gaia** has been ordered to **immediately suspend** the removal of the **bike lane** on Avenida da República, following a court decision announced this Thursday. The municipality now has **five days** to clarify the process with the court.
When contacted by Lusa news agency this Thursday, the Gaia municipality stated they were unaware of this notification. A source from the presidency indicated they would only comment after receiving official information from the court.
### Urgent Injunction Filed by Cycling Association
At the heart of the controversy is the removal of the existing bike lane on Avenida da República, which began last weekend under the newly elected administration of **Luís Filipe Menezes**. This prompted **MUBi - Associação pela Mobilidade Urbana em Bicicleta** to file an **urgent injunction** requesting suspension of the dismantling.
According to the response from the **Porto Administrative and Fiscal Court**, which Lusa accessed this Thursday, the municipality must "**refrain from any material actions** that could jeopardize the usefulness of assessing this incident" and must respond within five days.
"[After the deadline] the Court will assess the request for provisional suspension of the works to remove the existing bike lane on Avenida da República in Vila Nova de Gaia," reads the court's notification to the Gaia municipality.
### Court Emphasizes Urgency and Due Process
The Porto Administrative and Fiscal Court specified that, "**considering the urgent nature** of this incident, the requested municipality should refrain from any material actions that could jeopardize the usefulness of assessing this incident, which will benefit from full observance of the principle of contradiction."
Gaia Mayor **Luís Filipe Menezes** (PSD/CDS-PP/IL) announced on social media last Saturday the start of dismantling the Avenida da República bike lane - infrastructure originally installed in 2024 under former mayor **Eduardo Vítor Rodrigues** (PS).
### Cycling Association's Legal Arguments
The measure generated opposition from **MUBi**, which announced it would file an injunction to stop the dismantling, particularly the removal of bollards.
The association notes that Avenida da República in Gaia is classified as a **Complementary Municipal Axis**, which "**imposes the legal duty** to reconcile pedestrian and bicycle circulation."
Among other arguments, MUBi also reminds that the infrastructure "**was a candidate for European funds** under NORTE2030, worth 98,113.67 euros, so its removal could waste these granted funds, potentially constituting misuse of European public resources," though it's currently unknown whether the funds were actually granted.
### Mayor's Controversial Statements
On Monday, after the council meeting, **Filipe Menezes** considered it "**completely impossible, pathetic, bizarre, wrong, to think it's possible to have bike lanes** in the urban centers of cities like this one."
### Association Optimistic About Legal Outcome
Speaking to Lusa this Thursday, **MUBi leader Ana Guerra Rosbach** said she has "**great hope that justice will favor**" the association.
"The fact that the court accepted our request is a good sign. It demonstrates that the urgency of the action and the public interest were recognized. The process needs to be clarified. In our view, legal procedures were not followed," said the leader.
### Calls for Transparency and Technical Assessment
Claiming a need for a "**more transparent process**", MUBi wants the measure to be taken to the **Municipal Assembly** and await a **technical opinion**.
"Before removing the bike lane, they should say what the new proposal is for the avenue, an avenue that doesn't have space for two lanes for motorized traffic," concluded Ana Guerra Rosbach.

## Judge Foresees Potential Delays in High-Profile Case
In a recent development in the **'Operation Marquês'** trial, the presiding judge has expressed concerns over possible tactics to delay proceedings. Judge Susana Seca has granted former Prime Minister **José Sócrates** 20 days to select a new lawyer, but she issued a stern warning against any attempts to repeatedly change legal representatives.
### Key Judicial Concerns
According to a ruling accessed by **CM**, Judge Seca acknowledged that, in theory, Sócrates might adopt a strategy of **successively switching lawyers**. This could lead to interruptions in the trial hearings, potentially causing what she described as an "**intolerable dilatory effect**." The judge emphasized her vigilance, stating she would closely monitor any such actions to prevent unnecessary delays in this high-stakes case.
This move highlights the ongoing legal battles surrounding Sócrates, who faces multiple charges in the **'Operation Marquês'** investigation, a case that has captivated public attention in Portugal.

## Severe Weather Strikes Portugal
**Heavy rain** swept across Portugal from north to south during the early hours, leading to **dozens of incidents**, including floods in Setúbal and Lisbon. In the Ajuda area, a medium-sized tree fell on Rua Nova do Calhariz, damaging two cars, as reported by the Lisbon Firefighters to SIC.
### Previous Day's Impact
On the previous Wednesday, authorities recorded a total of **270 occurrences** due to adverse weather conditions. The **Civil Protection** had anticipated an increase overnight into Thursday, citing a "peak in precipitation."
### Official Statements and Damage Reports
In statements to Lusa, Commander Pedro Araújo of the **National Authority for Emergency and Civil Protection (ANEPC)** noted that between midnight on the 12th and midnight on Thursday, there were 270 incidents caused by strong winds and intense rains. Fortunately, there were **no victims or displaced persons**, but significant damage occurred, primarily from strong winds. This included **fallen trees damaging cars**, collapsed electricity and telecommunications poles, and destruction of structures like roofs.
### Regional Variations
Districts in the Alentejo—such as Évora, Portalegre, and Beja—were relatively spared, with Civil Protection telling CMTV that no incidents were recorded, describing the night as "relatively calm."
In the latest balance at midnight on Thursday, the most affected areas up to that point were Coimbra with 36 incidents, the Porto metropolitan area with 30, and Greater Lisbon with 26. The Algarve saw an increase from 4 incidents at 7 PM on Wednesday to 18 by midnight, due to intense rainfall in recent hours.
### Forecast and Preparedness
According to Pedro Araújo, a significant rise in incidents was expected overnight because a **peak in precipitation between 3 AM and 6 AM** was forecast by the **IPMA (Portuguese Institute for Sea and Atmosphere)**, bringing intense and persistent rain for three hours, mainly affecting the **Lisbon and Setúbal regions**.
To respond, ANEPC escalated its device from level 1 to level 2 starting at 2 PM on Wednesday, ensuring readiness for potential situations. On Wednesday, ANEPC had 897 operational staff and 359 vehicles deployed to handle the effects of **Storm Cláudia**, which is impacting the country, with reinforcements planned for Thursday.
### Public Warnings
On Tuesday, Civil Protection urged the public to take preventive measures against forecasts of rain, wind, and rough seas in the coming days. In a population warning, ANEPC cautioned about possible **floods and landslides** as weather conditions worsen in mainland Portugal due to the passage of **depression Cláudia**.
Mainland Portugal and the Madeira archipelago have been under **meteorological warnings since Tuesday** for various reasons, including rough seas, wind, or precipitation, expected to last through Thursday and Friday.

## CGTP Leader Declares Early Success for December General Strike
**Tiago Oliveira**, the secretary-general of Portugal's CGTP union, has announced that the **general strike scheduled for December 11th** is already demonstrating significant success. This marks a pivotal moment as it represents a **joint action with UGT**, breaking what Oliveira describes as the "silence surrounding the labor package."
### Union Rejects Claims of Marginalization in Labor Negotiations
Oliveira firmly rejects suggestions that CGTP was sidelined during the labor package negotiations. He emphasizes that the union had **already submitted proposals to the government** to amend existing labor laws even before formal discussions began. "The government did not accept them," he lamented, highlighting a fundamental disagreement from the outset.
### Key Points of Contention in Labor Reforms
The CGTP leader outlined several critical issues driving the strike action:
- **Restoration of individual time banks**
- **Extension of fixed-term contract durations**
- **Simplification of dismissal procedures**
Oliveira stressed that while CGTP has "no red lines" and remains open to negotiation, any discussions must start from addressing "what is currently penalizing workers."
### Solidarity Between Major Unions
When questioned about government pressure on UGT to withdraw from the general strike, Oliveira expressed confidence in the **unified stance of both major unions**. "There is firmness in both centrals to proceed with the strike," he declared, signaling strong inter-union cooperation in challenging the proposed labor reforms.
This developing situation represents one of the most significant labor movements in recent Portuguese history, with potential implications for workers' rights across the country.
