A proposed change to the regulation of operating hours for establishments in the historical center of Funchal has sparked significant controversy among local business owners. This morning, Dário Silva, owner of the Café do Teatro, publicly voiced his opposition on social media, accusing the city council of wanting to "end the nightlife" and turn Funchal into a "ghost town" after 1 AM, reminiscent of a troubling past filled with insecurity and drug-related issues.
Proposed Changes
The Funchal City Council (CMF) suggests that establishments with outdoor seating should close 30 minutes before the main venue closing time, along with significant reductions in operating hours for bars and restaurants. According to Cristina Pedra, the aim is to balance the right to rest for residents with economic activities. However, many see this as a severe blow to the local economy.
In a statement, the Café do Teatro emphasized the negative impact on local businesses and employment. Dário Silva questioned, "Have you considered what you are doing to the city?" expressing concern for the livelihoods of those who depend on the nightlife sector.
Specific Regulations
The proposal, still subject to public consultation and municipal assembly discussion, outlines different regulations for three specific areas: Centro Histórico, Zona Velha, Rua das Fontes, and Calçada de São Lourenço. Key points include:
- Establishments with outdoor seating must close 30 minutes earlier than their standard hours.
- Operating hours will vary by area, with some establishments facing cuts of up to three hours.
- Bars and restaurants currently open until 2 AM will have two proposed operating periods depending on the day of the week.
- From Thursday to Sunday, hours will range from 6 AM to midnight in the historical center, while outdoor seating areas may close at 1 AM.
- Other establishments, such as gyms and convenience stores, will also see earlier closing times.
Additional Requirements
