New Rules for Short-Term Rentals in Lisbon
In Lisbon, specific areas are now subject to strict regulations on short-term rentals. When a neighborhood or parish in Lisbon has a ratio of 10% or more of local accommodation units (AL) compared to residential homes, it enters absolute containment. If the ratio reaches 5%, it is considered relative containment. This means that for every 100 homes, having 10 or more AL units triggers absolute restrictions, while 5 units lead to relative measures.
Impact on Six Parishes and Nine Neighborhoods
According to the proposal by Carlos Moedas, six parishes and nine neighborhoods in Lisbon are affected by these new rules. The aim is to balance tourism with housing availability, addressing concerns about over-tourism and its effects on local residents.

The regulation categorizes containment into two levels:
- Absolute containment: Applied when the AL-to-housing ratio is 10% or higher, imposing stricter limits on new AL licenses.
