Record High in Program Regressar Applications
In 2025, the Programa Regressar has achieved an unprecedented milestone, with the highest number of semiannual applications ever recorded. Launched in 2019, this initiative has seen a remarkable 30% increase in candidates during the first six months of this year compared to the same period in 2024.
Key Figures and Impact
From January to June 2025, a total of 2,851 individuals applied for support through the program. This represents 15% of all applications submitted since its inception, highlighting a significant uptick in interest among emigrants returning to Portugal.
According to the latest data provided by the Ministry of Finance to PÚBLICO, covering the period from 2019 to 2023, the program has facilitated tax benefits amounting to 48.4 million euros in IRS (Personal Income Tax). These benefits are designed to incentivize the return of Portuguese citizens living abroad, offering financial relief and support for reintegration.
The government has announced plans to replace the Programa Regressar with the new Programa Voltar, signaling a continued commitment to attracting emigrants back to the country. This transition aims to build on the success of the current program, addressing the needs of returnees and boosting Portugal's economy through increased human capital and investment.
