Government Approves Creation of Vice-President Role for Lisbon Metro Board
Secretary of State for Mobility Cristina Pinto Dias announced this Monday that the situation in the Lisbon Metro Administration Board will be regularized "by the first half of December," though she did not confirm whether there will be changes in its composition.
Speaking to Lusa on the sidelines of the inauguration of the Lisbon Underground Multicore Fiber Ring (LUMIRing) test bank installed at the Cidade Universitária Metro station, Cristina Pinto Dias explained that the government is doing what "is necessary in procedural terms," stating that "by the first half of December the situation will be regularized."
"The necessary decisions have already begun to happen. Specifically, we created the figure of vice-president, resulting from the complexity that was also evident here today in light of the millions and millions of euros of investment currently underway [start of the Red Line expansion work]," she explained.
When asked about possible changes in the composition of the Lisbon Metro's Administration Board, the Secretary of State said she did not know if there would be a change, as the "decision has not yet been made," but confirmed it will have a president and vice-president.
Background and Recent Developments
The government approved on October 30 in the Council of Ministers the creation of the vice-president position for the Lisbon Metro Administration Board, which currently has Maria Helena Campos as acting president, following the death of Vítor Santos in June 2024.
According to the decree-law amending the statutes of the Lisbon Metro, the "figure of vice-president of the administration board is introduced, maintaining the same number of members."
"The change aims to strengthen the company's management and governance capacity, in a context of strong growth and expansion of the metro network, which contribute to sustainable mobility and the reduction of greenhouse gas emissions in the Lisbon Metropolitan Area," reads the brief note, which provides no further details.
The current Administration Board of the Lisbon Metro was appointed for the 2022-2024 term, designating Vítor Santos as president and Maria Helena Campos and João Paulo Saraiva as board members.
According to information on the official Lisbon Metro website, Sónia Páscoa was also designated as a board member until the end of the current term.
After the death of Vítor dos Santos in June 2024, board member Maria Helena Campos began exercising "the powers inherent to the position of President of the Administration Board, in substitution of the holder."
In July of this year, the magazines Sábado and Expresso reported the government's intention to appoint Cristina Vaz Tomé, former Secretary of State for Health Management, as president of the Lisbon Metro Administration Board and indicated that the current metro administration was "unable to make decisions due to lack of quorum since the beginning of the month, due to the resignation of João Paulo Saraiva."
