Luís Montenegro has achieved an impressive result in the recent municipal elections, with the PSD winning in 138 municipalities. This includes key victories in Oeiras and Setúbal, where the party supported independent candidates.
Historical Context: How Montenegro Compares to Past Prime Ministers
Only two prime ministers have had better performances in municipal elections while in office than Montenegro. Within the PSD, Sunday's result is only surpassed by Aníbal Cavaco Silva, who secured 149 mayoralties in 1985, the year he was elected to government.
Including the Socialists, only António Costa managed more significant victories—first in 2017, when he won in 159 municipalities, and again in 2021, with 148.
