Government and Municipalities Collaborate to Address Preschool Shortage
In a swift and coordinated effort, the Portuguese government has partnered with seven municipalities in the Algarve to create 18 new preschool classrooms, providing places for approximately 400 children who were on waiting lists. This initiative, finalized in a record short time, aims to tackle the critical shortage of preschool spots in the region.
Details of the Agreement
The agreements were signed on September 12 in Faro by Fernando Alexandre, the Minister of Education, and representatives from the municipalities of Tavira, Faro, Albufeira, Lagoa, Portimão, and Lagos. Although not present due to scheduling conflicts, the municipality of Loulé is also set to sign a similar protocol with the Ministry of Education to fund additional preschool rooms.
This move follows a government initiative that allocated funds for association contracts with private entities to expand preschool capacity. However, as Minister Alexandre noted, the response from private institutions was not as expected. To fully utilize the over €40 million earmarked for projects by Private Social Solidarity Institutions (IPSS) and other private entities, the government reached out to municipalities.
Rapid Response and Future Plans
Contact was made with eight Algarve municipalities about ten days ago, with seven responding positively. The result is a significant boost to preschool availability, addressing what the minister described as a "very serious" issue in the region, compounded by a lack of teachers. These agreements are seen as temporary solutions that could lead to structural resolutions for the capacity shortfall.
Minister Alexandre emphasized the government's commitment to ensuring that children from families without financial means have access to public preschools, prioritizing universal and free education. He assured that resources are fully available to support this expansion and that the government is open to increasing the number of classrooms if needed, based on feedback from municipalities and the enrollment portal.
