Government Approves Comprehensive Support Package
In a national address, the Prime Minister announced a package of 45 measures approved by the Council of Ministers to support individuals and businesses affected by the wildfires that have been raging for nearly a month in Portugal. Facing criticism, the Prime Minister assured that the government is doing its utmost to minimize the suffering of the population.
Key Health and Financial Supports
The measures include a reinforcement of healthcare services in affected areas, with exemptions from co-payment fees and free provision of medications through the National Health Service (SNS) units. Additionally, there are financial aids for families to cover essential expenses, proven based on economic need, and supports for immediate purchases such as animal feed.
Support for Businesses and Farmers
Businesses impacted by the fires will receive treasury support, and an exceptional aid for farmers is introduced to compensate for losses, even for undocumented expenses up to a maximum of 10,000 euros, as explained by Luís Montenegro.
Social and Infrastructure Aid
The government has also promised support for Private Social Solidarity Institutions involved in aiding fire-affected populations. A new legislative instrument will serve as a framework law for situations like large rural fires, enabling a tender for municipalities to quickly repair damaged infrastructures.
Housing Reconstruction and Public Contracts
An aid program for the reconstruction of primary residences is established, with 100% coverage up to 250,000 euros, and 85% for any remaining amount. Exceptional public procurement measures are approved to expedite contracts and supplies for recovery efforts.
Deep Evaluation and Future Plans
The Prime Minister acknowledged the country's distress after 25 days of large-scale fires, emphasizing priority on protecting lives and homes. He announced a deep evaluation of firefighting and prevention policies, leading to a forest intervention plan for 2025-2050, to be debated in Parliament for a consensus on forest management and territory protection.
A new legislative tool will allow governments to quickly deploy support measures, activated by a simple Council of Ministers resolution, based on proposals from emergency and nature conservation authorities.
Response to Criticisms
Addressing criticisms about his vacation during the fires, Montenegro denied underestimating the threat, stating he was always closely involved with operational commands. He expressed regret if any perception of inadequate involvement arose, acknowledging possible contributions to such views.
