PSD Leader Announces Key Initiatives at Summer University Closing
In his closing speech at the PSD's Summer University, President Luís Montenegro emphasized the importance of political training and cadre qualification. He introduced the new online Academy of Formation for PSD, designed to continue the work started with summer university students. "Training political cadres is crucial in an era of disinformation to ensure we have the best in Parliament, governments, and central administration departments," Montenegro stated, highlighting that "qualification and training make the difference for the future."
Housing Measures to Boost Accessibility
Montenegro used the platform to announce significant housing measures, including public investment and incentives for the private and cooperative sectors. "If it's not clear, I repeat: we are not just moderates; we are social democrats. The state has a role to ensure no one is left behind," he affirmed, pointing out that housing access difficulties hinder education and birth rates for young couples.
To address youth challenges, the Prime Minister revealed plans to sign a €1.3 billion credit line with the European Investment Bank for affordable housing construction and create a "guarantee line from the Portuguese Development Bank for the 133,000 public housing units in municipal housing strategies." Additionally, the government aims to double housing construction from 26,000 to 52,000 units, reduce bureaucracy, and implement innovative measures in the housing sector, with results expected over several years. Part of this proposal involves repurposing unused public properties under state management.
Tax Reductions and Economic Confidence
Montenegro highlighted the success of IRS and IRC reductions as part of the government's economic policy. "I honestly don't understand why there wasn't more echo from financial agencies like Standard and Poor's, which upgraded Portugal's rating to A+," he added, reinforcing that such agencies validate the country's financial path.
Regarding IRC, he noted it attracts investment and boosts business confidence: "Companies look at this country and see a government that isn't asleep under a banana tree, but one providing security for investment." He defended the tax cuts as real benefits for citizens and businesses, not "tricks as alleged by the opposition."
Focus on Training and Youth Engagement
PSD Vice-President and Summer University Director Carlos Coelho announced a series of training initiatives for the next year, aimed not only at summer university students but also at other youth interested in politics, solidifying the party's commitment to political education and empowerment.
Montenegro reinforced that the country's future ambitions rely on innovation and talent attraction, assuring youth that "Portugal is a country of trust." The JSD presented the "Portugal that is Born" package, including proposals like reintroducing the family quotient in IRS and a 180-day, fully paid parental leave with freedom of division between parents. JSD leader João Pedro Louro urged the Prime Minister to involve party youth in State Budget negotiations, citing JSD as "the fifth largest parliamentary force" and a reliable partner for future reforms.
Surprise Appearance and Broader Messages
The Summer University featured a surprise in-person appearance by President of the Republic Marcelo Rebelo de Sousa, who was initially expected only via videoconference. Marcelo explained his decision to attend personally due to personal commitments and indicated this might be his last direct involvement in the initiative, as he plans to gradually withdraw from active politics after his term ends in March next year.
The session was notable not only for housing announcements but also for Montenegro's call for youth to "take on their responsibilities" in society. Despite criticisms of the government's performance during the wildfire crisis, Montenegro assured that "each monkey on its branch," meaning everyone does their part.
