### **Fixed-Term Contracts on the Rise**  
In 2022, over **one million workers** in Portugal were employed under **fixed-term contracts**, predominantly in the **private sector**. This represented just under a third of the total employment. However, the situation is markedly different in certain municipalities of the **Algarve** and **Costa Vicentina**, where the prevalence of temporary contracts exceeds **50%**.  
  
In **Odemira**, the rate of fixed-term contracts reached a staggering **68%**, while in **Albufeira**, it stood at **58%**. This trend raises important questions about job security and employment practices in these regions.

### President's Return and Health System Update

Marcelo Rebelo de Sousa returned in the early hours of Thursday from an official trip to the Netherlands. After attending the RTP Hospitals Christmas event, the President addressed the state of **healthcare in Portugal**, emphasizing the need for **political understanding** to ensure "the minimum of stability" in the National Health Service (SNS).

### INEM Agreement Signed

In a significant development, an agreement was signed between **INEM technicians and the Government**, which the President deemed **favorable for the country**. He announced a **new regime for INEM**, stating, "There have been changes in teams and organizational structure."

He remarked, **"It's good news"**, highlighting the importance of finding a more effective operational model for INEM and ensuring collaboration between INEM workers and the State. When asked if this would help avoid future strikes, he affirmed that this step was taken with that goal in mind.

### Call for Stability in Healthcare

On the issue of a potential regime pact, Rebelo de Sousa stressed that **"it would be beneficial if fundamental aspects of healthcare did not change with every new government, as is the case with education."** He pointed out that changes in government often lead to shifts in direction, which should maintain at least some level of stability.

**"Adjusting the healthcare system, particularly the SNS, takes time and costs money... it is wasted time and poorly spent money if there is no minimum stability,"** he said, advocating for agreement among political forces.

The President of the Regional Government, Miguel Albuquerque, attended the opening of the **9th edition of the 'Christmas Tables of Bordal'** and once again warned the public about the **"very complicated situation"** expected at the beginning of the year. This situation arises from the opposition's rejection of the **2025 Regional Budget**.

Albuquerque accused the opposition parties of contributing to the **economic paralysis**, citing examples of projects and progress that will suffer as a result. He emphasized, **"Do people have any idea what it's like to work with duodecimals? It’s catastrophic in terms of market confidence."**

When asked if he hopes to return as the head of the Executive for next year's exhibition, he replied, **"I will do my best to make it happen, but it does not depend on me; it depends on the people."** He urged citizens to be aware of the **seriousness of the situation**.

Regarding the opposition's movements, particularly the PS party's attempt to form a pre-electoral agreement with other parties, Albuquerque described it as an **"authentic joke"** and assured that the PSD-Madeira party, which he leads, is already preparing for the next electoral event, stating, **"it’s to win."**

For the ninth year, Bordal, in collaboration with the **Municipality of Funchal**, recreates the Christmas spirit through its exhibition of Christmas tables, where **Madeira Embroidery** takes center stage. Albuquerque expressed his joy over the creativity, innovation, and respect for tradition displayed in the exhibition.

The event features contributions from **six hotels and two associations**, bringing the exhibition spaces to life with the collaboration of **eight renowned designers and creative teams**, including Lília and João Paulo Gomes, Carlos Manuel Ramos, Graça Reis, and others. **“Each table will be a unique expression of its authors' talent, showcasing the versatility of Madeira Embroidery in modern and sophisticated decorative compositions,”** noted Bordal in a press release.

In an urgent response to the rising **thefts in orchards** across the Algarve, farmers, security forces, and various organizations convened today to strengthen their fight against this escalating issue. According to **Pedro Valadas Monteiro**, the vice-president of the **Algarve Regional Coordination and Development Commission (CCDR)** responsible for agriculture, the goal is to create a closer collaboration among entities to **prevent, deter, and reduce agricultural thefts**.

### The Growing Problem of Agricultural Theft

The CCDR vice-president noted that the thefts of agricultural products are cyclical, often spiking in relation to market prices, particularly for **citrus fruits, carob**, and more recently, **avocados**. 

To combat this, it is crucial to increase **surveillance** and the presence of security forces in the fields, thereby alleviating farmers' concerns. The **Algarve Farmers Federation** reports that **3,500 tons of citrus fruits**, worth over **one million euros**, are stolen annually. In the past three months alone, **50 tons of avocado** were stolen, yielding a profit of **150,000 euros** for thieves.

### Formation of a Task Force

The task force, established in **2016** due to citrus thefts, particularly oranges, has since expanded to include the theft of carob and avocado. The recent meeting in **Faro** included representatives from various organizations such as the **GNR**, **Food and Economic Safety Authority (ASAE)**, and **Algarve Agriculture Federation (Fedagri)**.

Diana Ferreira, vice-president of Fedagri, highlighted the **increase in avocado thefts**, while also acknowledging that citrus and carob thefts are longstanding issues. Just last week, authorities seized over **one ton of avocado** and arrested **six individuals** for avocado theft in **Tavira**, a region known for its extensive orchards.

### Health Risks and Preventative Measures

Sources indicate that thefts often occur during orchard treatments, raising **public health concerns** due to higher chemical residues on the fruits. Additionally, a representative from the **Tavira City Hall** introduced the **“Tavira + Secure”** program, aimed at enhancing agricultural security and potentially extending throughout Algarve.

Participation in this program is voluntary, with each registered plot assigned a unique code displayed on-site. This creates a central database to identify individuals frequently present in the area and enables tracking of suspicious movements, allowing swift responses from the GNR and other entities.
