The Lisbon Municipal Police is officially prohibited from arresting suspects or conducting criminal investigations, as confirmed by a recent legal opinion from the advisory council of the Attorney General's Office (PGR). This stance reiterates a similar opinion from 2008. The Ministry of Internal Administration (MAI) was aware of this since April but only recently formalized it.
The clarification comes amid discussions on the role and powers of municipal police forces in Portugal. This development underscores the limitations faced by local police units in handling criminal activities, leaving such responsibilities to national law enforcement agencies. The information was first reported by Diário de Notícias and later confirmed by PÚBLICO through the ministry.
