Lisbon makes history as the first European capital to implement a city-wide reusable cup system, supported by a local deposit and return model. This initiative, a collaboration between the Lisbon City Council, TOMRA, and AHRESP (Portuguese Association of Hotels, Restaurants, and Similar Establishments), aims to tackle plastic waste, reduce emissions, and introduce a smart reuse model in the city's bustling hospitality and nightlife sectors.
The Prince Royal area hosted the first return point this Thursday, June 26, followed by São Paulo Square today, both operational near two historic kiosks.
Consumers receive their drinks in reusable cups, paying a deposit fully refunded upon return, simply by tapping a card or phone at the collection point.
The full implementation of the reusable cup system is scheduled for October 2025.
"We're proud to partner with Lisbon in the first system of its kind in a European capital," said Geir Sæther, Director of TOMRA Reuse. "Lisbon's system is specially designed for urban areas, making reuse easy, hygienic, and rewarding for everyone involved."
Approximately 25,000 cups are used nightly in Lisbon's entertainment districts. Despite many being marketed as 'reusable,' there was no system ensuring their effective collection, cleaning, and recirculation until now.
"Lisbon is committed to leading by example, promoting sustainable alternatives to single-use plastics and engaging partners in real change towards more conscious consumption habits. This is a concrete step towards building a reuse culture in our city and inspiring others to follow," stated Rui Cordeiro, Councilor for Waste and Circular Economy at Lisbon City Council.
Hospitality Sector's Crucial Role
The hospitality sector's participation is key to the system's success. AHRESP is assisting cafes, bars, and nightlife venues in adopting this new reuse model.
"This initiative marks a necessary shift for the HORECA sector, now playing a central role in transitioning to a more circular economy. Establishments gain not only a practical solution to comply with new regulations but also an opportunity to lead consumers towards sustainable habit changes," said Carlos Moura, President of AHRESP.
How It Works
- Consumers receive drinks in reusable cups, paying a refundable €0.60 deposit;
- Cups can be returned at TOMRA collection machines across the city;
- No registration needed—just tap a card or phone with contactless technology for a refund;
- TOMRA manages logistics, cleaning, and redistribution, ensuring a continuous and efficient cycle.
