Carlos Moedas, the Mayor of Lisbon and leader of a coalition including PSD, CDS, and IL, has announced a comprehensive program for the upcoming municipal elections, focusing on key urban challenges.
A New Model for Urban Hygiene
Facing criticism over waste management, Moedas promises a revamped urban hygiene system. He stated, "We will change it in three concrete ways: the City Council will handle waste collection when recycling bins are full and bags are left beside them, without waiting for parish councils. We'll do it fearlessly. Additionally, undifferentiated waste collection will return to six days a week—essential for a city like Lisbon, which currently has only three. Large-volume waste collection will also be increased to six days weekly."
To address this, Moedas recruited Joana Baptista from Isaltino Morais's team, now serving as councilor for Municipal Works, Environment, and Quality of Life, aiming to revitalize this critical area.
Enhanced Security Measures
With three ministers present at the announcement, Moedas reiterated his call for 100 more Municipal Police officers and 500 additional PSP agents. He emphasized, "I ask the Government for help. We want the Municipal Police to be able to arrest thieves and take them to the station, not just act as a criminal police body." The plan includes a new security strategy with increased policing, night guards trained by PSP, and expanded video surveillance from 95 to 216 cameras.
Broader Urban Initiatives
The program, coordinated by consultant Lourenço Jardim, outlines 15 priorities:
- Health: Investment in 12 new facilities, including four nurseries, five schools, and three health centers, with free screenings for lung and colon cancer.
- Housing: Creation of new neighborhoods and parks over 250 hectares, and the "De Volta ao Bairro" program to provide affordable housing for youth in historic areas.
- Mobility: A goal for 100% of Carris's fleet to be electric by 2030, along with a Metrobus to Oeiras and a new tram to Loures.
- Culture: Efforts to make the Pombaline Downtown a UNESCO World Heritage site and establish Lisbon as the European Capital of Contemporary Art.
Attendees included figures from PSD, Iniciativa Liberal, and civil society, underscoring broad support for these initiatives.
