Portuguese Navy Secures Contract with Türkiye's STM
On December 17, 2024, the Portuguese Navy and Türkiye's Defence Industry Presidency signed a landmark contract for the construction of two Auxiliary Oiler Replenisher and Logistics Ships. This agreement positions Türkiye as the first country to export military vessels to a European Union (EU) and NATO member state through its company, STM.
The signing ceremony, held in Lisbon, was attended by key officials, including Prof. Dr. Haluk Görgün, Secretary of Defence Industries of Türkiye, and Adm. Henrique Gouveia e Melo, Chief of Staff of the Portuguese Navy.

Prof. Dr. Görgün remarked on the strategic significance of the agreement, highlighting it as a collaboration milestone between Türkiye and Portugal. He emphasized Türkiye's advancements in the defence industry and its commitment to strengthening ties with NATO allies.
Özgür Güleryüz, General Manager of STM, stated that the ships would feature a modular design to cater to the operational needs of the Portuguese Navy, enhancing capabilities for joint force projection and amphibious operations.
Project Details
Under the AOR+ Project, STM will act as the main contractor, with construction set to begin in 2025 at a private Turkish shipyard. Key specifications include:
- Length: 137 meters
- Displacement: 11,000 tons
- Speed: Over 18 knots
- Crew Capacity: 100 personnel
The vessels will be equipped for humanitarian assistance and various operational scenarios, reflecting their versatility. They will also feature advanced weapon and sensor systems to support air defence functions.
Future Collaborations
This project not only enhances the Portuguese Navy’s operational capabilities in the Atlantic but also opens doors for further defence cooperation between Türkiye and Portugal, including potential partnerships in unmanned systems and naval modernization initiatives.
