The outcome of the 2025 legislative elections is in the hands of 10,850,215 voters, an increase of 36,972 compared to the 2024 elections that brought the AD to power. This rise in registered voters is largely due to an increase in emigrants signing up to vote: there are 32,000 more residents abroad now part of the electoral rolls. The Portuguese community in Paris, France, has the most potential voters (217,022), followed by London, UK (137,184), and São Paulo, Brazil (134,109). Consular posts in Astana, Kazakhstan (7), Malabo, Equatorial Guinea (10), Havana, Cuba (12), and Tehran, Iran (12), have the fewest voters. In total, there are 1,584,722 voters in constituencies outside and inside Europe. Within Portugal, including the autonomous regions, there are 9,265,493 voters. The municipalities with the most voters are Lisbon (460,723), Sintra (324,020), Vila Nova de Gaia (267,768), and Porto (202,360); at the opposite end are the municipalities of Corvo (363) and Lajes das Flores (1,238), both in the Azores, and Barrancos (1,265).
Only a small portion (3.441%) of those registered in the national territory voted early, a week ago, when 314,859 of the 333,347 registered (94.45%) went to the polls. Like the majority of the electorate, those who did not vote early can do so on Sunday, when temperatures are expected to reach up to 26 degrees with possible showers in the afternoon in the North and Central Interior.
