Born in Lisbon in 1936, Garcia dos Santos's military career was marked by significant contributions to Portugal's transition to democracy. Post-revolution, he served as Secretary of State for Public Works in the first provisional government led by Vasco Gonçalves. His leadership extended to being the Chief of the Military House of President Ramalho Eanes and later, the Chief of Staff of the Army in the early 1980s.
Garcia dos Santos's involvement in the revolution was instrumental. He was responsible for the communications plan, a critical component of the operation. His later years were also notable for his outspoken criticism of political figures, including former President Cavaco Silva, whom he accused of cowardice and incompetence.
President Marcelo Rebelo de Sousa expressed deep sorrow over Garcia dos Santos's death, highlighting his fundamental role in the April Revolution and his dedicated service to Portugal's military and democratic consolidation.
