Over 26,500 Buildings at Risk of Flooding in Portugal: A Looming Threat

In mainland Portugal, more than 26,540 buildings are situated in areas vulnerable to flooding, as highlighted by the 2024 State of Spatial Planning Report (REOT). This alarming statistic underscores the urgent need for effective territorial planning and risk management.

The report, coordinated by the Directorate-General for Territory (DGT), reveals the ongoing degradation of natural resources and the increasing risks associated with inadequate planning. Particularly in the Algarve region, which frequently experiences extreme weather, the construction of buildings in flood-prone areas—especially near rivers and floodplains—has raised serious concerns. Historical oversight regarding hydrological risks has left many structures at peril, especially against the backdrop of climate change, which exacerbates the frequency and intensity of extreme weather events.

The REOT findings indicate that much of the infrastructure exists in areas that should be protected, but urban pressure has led to their gradual occupation. The Algarve's rapid tourism and real estate growth have significantly contributed to this issue, compromising the safety of both residents and visitors alike.

Recent urban flooding incidents in cities like Lagos, Portimão, and Albufeira further illustrate the challenges posed by heavy rainfall and rising sea levels, which have dire economic implications for the region's tourism-dependent economy.

To address these risks, the REOT recommends several measures: requalifying riverbanks, halting new construction in at-risk areas, and adapting existing infrastructure. Additionally, it emphasizes the importance of local emergency plans and community awareness to combat flooding risks effectively.
