In a joint statement released by the Ministry of Internal Administration and the Ministry of Infrastructure, the government announced the establishment of a task force aimed at replacing the Integrated System of Emergency and Security Networks (SIRESP). This decision follows the 'blackout' incident on April 28, which revealed significant structural limitations in the system under high operational demands.

Key Objectives of the New Task Force

The task force, created by the Minister of Internal Administration, Margarida Blasco, and the Minister of Infrastructure and Housing, Miguel Pinto Luz, is tasked with developing a technical-strategic study for the urgent replacement of SIRESP within a maximum of 90 days. The government emphasized that the new system must be more robust, reliable, resilient, and interoperable.

Strategic Importance of Emergency Communications

The decision to form this group is justified by the strategic importance of emergency communications and civil protection for the security and resilience of the state. The government acknowledged the structural and operational limitations demonstrated by SIRESP, especially highlighted during the recent blackout.

Such limitations were notably evident during the 2017 Pedrógão Grande fire, which tragically resulted in 66 fatalities. The government is also conducting three audits requested from regulators in the areas of communications, air navigation, and transport to analyze the causes and impacts of the blackout.

Urgent Need for a New System

The government aims to ensure an urgent implementation of a communication system that is technologically adequate and fully interoperable, capable of meeting the current and future demands of security forces, emergency services, and civil protection.

The coordinator of this task force will be appointed through a joint dispatch from the Ministries of Internal Administration and Infrastructure and Housing, including representatives from various entities such as INEM, GNR, PSP, Civil Protection, ANACOM, the General Staff of the Armed Forces, and others.

Additionally, independent technical experts will also be appointed through subsequent dispatches.
