As anticipated, the phones of various government members and PSD leaders have been ringing non-stop. The media is eager for news on the new Executive's composition, but the response remains unchanged: the Prime Minister decides alone.
Despite this, three ministers are expected to leave: Pedro Duarte, Margarida Blasco, and Dalila Rodrigues. The continuation of Maria do Rosário Palma Ramalho, Minister of Labor and Social Security, is also in doubt, possibly by her own choice. After being part of Montenegro's first executive, the independent minister, who did not join the candidate lists for the last elections, is considering a return to private life.
For the remaining ministers, no major changes are expected, only some adjustments. Likely changes include some shifts in the teams of state secretaries, with some possibly rising to ministers, such as Rui Armindo Freitas, current Deputy Secretary of State to the Presidency.
Ana Paula Martins' stay at the Ministry of Health is almost certain, but the state secretaries are expected to change.
The challenging role of Minister of Parliamentary Affairs, currently held by Pedro Duarte, remains a question. The choice could lead to deeper changes, especially if it falls on António Leitão Amaro or Castro Almeida, two possible candidates. There's also talk of Teresa Morais, current Vice-President of the Assembly of the Republic, joining.
Aguiar Branco is expected to remain as President of the Assembly of the Republic, and Hugo Soares as the PSD's parliamentary leader. Both decisions, though officially up to Luís Montenegro, seem already made. Hugo Soares' political experience and closeness to the Prime Minister make him a key figure to shield the government in the Assembly of the Republic.
