Analysis Reveals Longstanding Ties Between Spinumviva Clients and the State

An extensive analysis of the Portal Base has unveiled that clients of Spinumviva have maintained long-term relationships with various state entities. Notably, two companies, ITAU and INETUM, have significantly increased their earnings from public sector contracts since Luís Montenegro took office as Prime Minister.

Major Contracts Awarded to ITAU

Since the Aliança Democrática (AD) government assumed power on April 2, 2024, ITAU has secured 24 contracts totaling €53,217,839.90 from public sector entities. A significant portion of this amount is attributed to two contracts with the Santa Casa da Misericórdia de Lisboa, including one exceeding €31 million for the provision of prepared meals.

These contracts were awarded following a public tender involving multiple competitors, highlighting the competitive nature of these procurements. Additionally, ITAU has taken over the catering services for CP - Comboios de Portugal, further solidifying its presence in the public sector.

Similarly, INETUM, a multinational technology firm, has clinched 40 contracts worth €39,349,325 since April 2024. The largest of these contracts, valued at €26,886,138.81, was awarded for software licensing services to the Instituto de Gestão Financeira e Equipamentos da Justiça.

This contract, signed shortly before the government crisis, underscores the timing of lucrative deals during Montenegro's administration.

Sogenave's Government Contracts
