Ministry of State Reform
Gonçalo Matias, a PhD in Law, takes the helm of this new ministry. Since 2022, he has been the president of the Board of Directors and the Executive Committee of the Francisco Manuel dos Santos Foundation and an associate professor at the Faculty of Law of the Catholic University of Portugal.
From 2008 to 2014, he served as an advisor for Legal and Constitutional Affairs at the Civil House of the President of the Republic and has been a consultant there since 2014. He also directed the Migration Observatory.
Internal Administration and Parliamentary Affairs with New Faces
The Ministry of Internal Administration, previously under Margarida Blasco, is now managed by Maria Lúcia Amaral.
A PhD in Law, she has been a full professor at the Universidade Nova de Lisboa since 2008 and the Ombudsman since November 2017.
The Ministry of Parliamentary Affairs, previously under Pedro Duarte, is now led by Carlos Abreu Amorim.
Portfolio Accumulation
Two ministers will accumulate portfolios in this new legislature. The Ministry of Economy will also oversee Territorial Cohesion, again under Manuel Castro Almeida, a lawyer with a degree in Law.
The Ministry of Culture will also oversee Youth and Sports, under Margarida Balseiro Lopes, a law graduate, jurist, and former MP (2015-2022).
What Remains?
Paulo Rangel continues as Minister of State and Foreign Affairs, a law graduate, university lecturer, and lawyer.
Joaquim Miranda Sarmento, a PhD in Finance and president of the PSD parliamentary group, remains as Minister of State and Finance.
António Leitão Amaro continues as Minister of the Presidency, a PhD in Law and university professor.
Nuno Melo remains in charge of National Defense, a law graduate, lawyer, and president of the CDS-PP.
Miguel Pinto Luz stays with Infrastructure and Housing, an engineering graduate and vice-president of the PSD.
Rita Alarcão Júdice remains at the helm of Justice, a law graduate and lawyer.
Fernando Alexandre continues as Minister of Education, Science, and Innovation, a PhD in Economics.
Ana Paula Martins remains with Health, a PhD in Pharmacy and university professor.
Maria do Rosário Palma Ramalho stays with Labor, a PhD in Law and full professor at the Faculty of Law of the University of Lisbon.
Maria da Graça Carvalho continues with Environment, a PhD, former MEP, and university professor.
Finally, José Manuel Fernandes remains with Agriculture and Sea, an engineering graduate, former MEP, and ex-mayor of Vila Verde.
